SUBJECT: Bid: Three (3) Cab & Chassis With Rear-loading Packer Body

The attached resolution would authorize the Manager to accept the bid of Cavalier Equipment Corporation in the amount of $246,293.58 for three (3) rear-loading refuse trucks for use in the Public Works Solid Waste Services Division. Funding for these purchases is available from the fiscal year 2000/2001 Fleet Replacement Fund.
These rear-loading refuse trucks would be used in the Solid Waste Services Division of Public Works. The primary mission of these trucks would be residential refuse collection.
The Solid Waste Services Division operates a fleet of seven rear-loaders in residential areas throughout the Town. These trucks would replace the three oldest rear-loaders in the fleet, which would be retained for the secondary mission of brush and yard waste collection. The three oldest trucks now performing brush and yard waste collection would be sold at pubic auction in accordance with the Manager’s “one-in-one-out” policy. The full implementation of curbside residential collection also will permit us to sell a fourth brush and yard waste truck to achieve an overall reduction of one rear-loading refuse truck.
The Town’s Fleet Replacement Fund budget for fiscal 2000-2001 includes $246,000 for these three trucks. The cost of the three rear-loaders, including the diagnostic equipment under alternate #1, is $293.58 over the amount estimated in the budget; however, this overage can be covered by surpluses due to favorable prices on other Fleet Replacement Fund purchases in this fiscal year.
Specifications and bid notices were distributed to thirteen (13) vendors in North Carolina, Georgia and Virginia, and also to four (4) minority organizations in North Carolina.
The Notice To Bidders was published in The Chapel Hill News/Village Advocate Classifieds on April 11, 2001.
Twelve (12) bids were received from four (4) companies and opened on May 1, 2001, as follows:

The lowest bid by Lodal South Inc. does not meet the specifications and is rejected. The Freightliner FL70 cab and chassis bid by Lodal South Inc. is a medium-duty truck with a lower hauling capacity than specified. The Loadmaster Legacy packer body bid by Lodal South Inc. has a smaller hopper capacity than specified and a lower capacity hydraulic system than specified, both of which would reduce residential refuse collection productivity.
The bid by Cavalier Equipment Corporation for three (3) Chevrolet C7H042 cabs & chassis with EZ Pack Apollo A300 20-cubic yard packer bodies meets the specifications and is the lowest responsive bid.
A RESOLUTION AUTHORIZING THE TOWN MANAGER TO ACCEPT THE BID OF CAVALIER EQUIPMENT CORPORATION IN THE AMOUNT OF $246,293.58 FOR THREE (3) REAR-LOADING REFUSE TRUCKS (2001-06-11/R-5)
WHEREAS, the Town of Chapel Hill solicited formal bids by legal notice in The Chapel Hill News/Village Advocate Classifieds on April 11, 2001, in accordance with G. S. 143-129 for the purchase of a three (3) rear-loading refuse trucks; and
WHEREAS, the lowest responsive bid submitted by Cavalier Equipment Company in the amount of in the amount of $246,293.58 meets the Town’s specifications;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Town Manager is authorized to accept the bid of Cavalier Equipment Corporation in the amount of $246,293.58 for three (3) rear-loading refuse trucks.
