SUBJECT: Project Ordinance for a FY2000-01 Transportation Capital Grant

The attached ordinance would establish a project budget for a transit capital grant. The grant will provide capital funds for the design, engineering, and construction of the Jones Ferry Road Park and ride lot.
The Jones Ferry Road lot will be constructed on 7.73 acres of land leased from the University of North Carolina and located at the intersection of University Lake Road and Old Fayetteville Road just west of the Carrboro town limits. The lot has been designed to provide 400 spaces for park and ride lot patrons.
Preliminary plans for the lot were submitted to Town of Carrboro and Town of Chapel Hill staff and other agencies for review in early March 2001. The project is scheduled for bid opening and award in early August and will include a 100-day construction period. The opening of the lot is scheduled for December 2001.
In November 1999 the North Carolina Department of Transportation announced that the balance of funds from a 1998-1999 Federal Transit Administration allocation was available for a major capital project. The Jones Ferry Road park and ride lot project was considered to be of a critical nature and therefore received priority to receive funding from that allocation.
On April 6, 2000, the North Carolina Board of Transportation endorsed a program of projects to be funded by the Federal Transit Administration’s Section 5309 Program that included those funds for the Town of Chapel Hill’s park and ride lot project.
On May 8, 2000, the Council authorized the filing of applications for federal and State transit grants for capital and planning funds as part of the 2000-2001 budget.
On March 20, 2001, the North Carolina Department of Transportation awarded federal funds to the Town of Chapel Hill in the amount of $568,000 for the design, engineering, and construction of a park and ride lot for the Town of Chapel Hill.
DISCUSSION
Federal Transit Administration Discretionary Program (Section 5309) Funding - The Federal Transit Administration discretionary capital funds will be used for the design, engineering, and construction of a 400 space park and ride lot at a total cost of $710,000.
The grant was awarded on March 20, 2001, and includes $568,000 in federal funds (80%) and $71,000 in State funds (10%). The 10% local matching share ($71,000) is available in the capital reserve fund.
That the Council adopt the following project ordinance.
AN ORDINANCE ESTABLISHING A PROJECT BUDGET FOR A TRANSPORTATION CAPITAL GRANT (2001-06-11/O-1)
BE IT ORDAINED by the Council of the Town of Chapel Hill that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following grant projects are hereby established:
SECTION I
The Federal Transit Administration Discretionary Program (Section 5309) funds are from 1999 federal funds from an agreement with the North Carolina Department of Transportation.
SECTION II
The Manager of the Town of Chapel Hill is hereby directed to proceed with the implementation of the project within the terms of the grant agreements executed with the Federal Transit Administration and the North Carolina Department of Transportation within the funds appropriated herein.
SECTION III
The following revenue is anticipated to be available to the Town to complete activities as outlined in the project application.

Town of Chapel Hill (local match) 71,000
