SUBJECT:       Selection of Artist for the Southern Fire Station

 

DATE:             June 25, 2001

 

 

The attached resolution would authorize the Town Manager to execute a contract with Michael Roig regarding the creation of artwork for the site of the new  southern Fire Station.

 

BACKGROUND

 

As the memorandum from the Public Arts Commission notes, the Town Council decided to proceed with a Percent for Arts Program last summer as part of the implementation of the Comprehensive Plan.  Town staff and representatives of the Commission have come close to completing a set of recommendations to the Council concerning the policy guidelines and procedures for implementing the program.  We anticipate that these recommendations will be ready for the Council in the fall.

 

While working on the general program and policy recommendations, the Public Arts Commission has also been proceeding with a selection process for the artist to work with the Southern Fire Station project.  This process included a request for qualifications, review of qualifications of 17 artists, interviews with three artists and a selection by a committee and the full Public Arts Commission.  The Selection Committee included a variety of people who represented many aspects of the community.

 

DISSCUSSION AND RECOMMENDATION

 

We believe that a selection should be made now so that the art will be ready close to the time that the fire station is opened later this year.  We also believe that the Public Arts Commission followed a thorough and reasonable process to come to its selection decision.

 

Once the artist has completed his general proposal, the Commission would present it to the public in a public forum.  This process would allow the artist to receive the reactions of the public and to consider them as he develops his ideas further.

 

The Council could authorize the Town Manager to enter into a contract with Michael Roig, the artist selected by the Public Arts Commission.  In effect, adoption of Resolution A would delegate to the Public Arts Commission the responsibility of selecting the artist and developing with the artist the work to be included in the fire station project.

If the Council wishes to retain a direct role in this project, then it could request that the artist and the Public Arts Commission present the proposal for the artwork to the Council before work proceeds.  Removal of this item from the consent agenda and adoption of Resolution B would authorize the contract with Michael Roig and also direct the artist to return to the Council for authorization to proceed based on a general proposal.

 

RECOMMENDATION

 

That the Town Council adopt Resolution A authorizing the Town Manager to enter into a contract with Michael Roig and authorizing the Public Arts Commission to work with the artist until the work is ready for acceptance by the Town Manager.


A RESOLUTION AUTHORIZING THE TOWN MANAGER TO ENTER INTO A CONTRACT FOR PUBLIC ART AT THE SOUTHERN FIRE STATION AND AUTHORIZING THE PUBLIC ARTS COMMISSION TO WORK WITH THAT ARTIST (2001-06-25/R-4a)

 

WHEREAS, the Town Council has adopted a budget for the Southern Fire Station project that includes $10,054 for art; and

 

WHEREAS, the Public Arts Commission has conducted a thorough artist selection process, including representatives of various sectors of the community; and

 

WHEREAS, the Public Arts Commission recommends that Michael Roig be the artist for the Southern Fire Station project;

 

NOW, THEREFORE BE IT RESOLVED by the Council of the Town of Chapel Hill that the Town Manager is authorized to enter into a contract with Michael Roig to complete artwork for the Southern Fire Station project.

 

BE IT FURTHER RESOLVED that the Public Arts Commission is authorized to proceed with a process that invites public involvement in the development of the art.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO ENTER INTO A CONTRACT FOR PUBLIC ART AND DIRECTING THE ARTIST TO PRESENT TO THE TOWN COUNCIL A PROPOSAL FOR ART AT THE SOUTHERN FIRE STATION (2001-06-25/R-4b)

 

WHEREAS, the Town Council has adopted a budget for the Southern Fire Station project that includes $10,054 for art; and

 

WHEREAS, the Public Arts Commission has conducted a thorough artist selection process, including representatives of various sectors of the community; and

 

WHEREAS, the Public Arts Commission recommends that Michael Roig be the artist for the Southern Fire Station project;

 

NOW, THEREFORE BE IT RESOLVED by the Council of the Town of Chapel Hill that the Town Manager is authorized to enter into a contract with Michael Roig and authorize the artist to prepare a proposal for art at the Southern Fire Station project.

 

BE IT FURTHER RESOLVED that the artist is directed to present his proposal to the Town Council before proceeding with further development.
