SUBJECT:       Policy Regarding Presentations and Submittals to the Town

The attached resolution would require that consultants hired by the Town adhere to the following guidelines:

 

·        use recycled paper containing at least 30% recycled paper content and

·        use the least materials possible by using double-sided copies. 

 

BACKGROUND

 

At the June 11th meeting, a Council member requested that the Town Manager bring to the Council a new policy requiring all consultants to use recycled paper, meeting certain specifications, as well as using double-sided copies when producing documents for distribution to the Mayor and Council.

 

DISCUSSION

 

Currently, the Town purchases recycled paper through the N.C. State purchasing contracts for internal use. A resolution adopted in 1991 directed staff members to use this paper in a conservative manner, including use of double-sided copies (Attachment 1).

 

Chapel Hill has no formal policy requiring such adherence by outside consultants.  Requiring consultants hired by the Town to use recycled paper for documents presented to Council would further promote the Town’s advocacy of the use of recycled materials and desire to reduce the amount of consumer waste reaching landfills.

 

RECOMMENDATION

 

If the Council wishes to require consultants to use recycled paper and double-side their documents, we recommend adoption of the following resolution.

A RESOLUTION REQUIRING CONSULTANTS TO PRODUCE ALL DOCUMENTS FOR THE COUNCIL USING BOTH RECYCLED PAPER CONTAINING AT LEAST 30% RECYCLED PAPER CONTENT AND THE LEAST MATERIAL POSSIBLE BY MEANS OF DOUBLE-SIDED COPIES (2001-06-25/R-7)

 

WHEREAS, using recycled paper products and double-sided copies is desirable because it reduces consumer waste in landfills and saves trees; and

 

WHEREAS, Chapel Hill needs to be a leader among the Triangle municipalities;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council adopts the following policies regarding documents submitted to the Council by consultants with whom the Town has performance agreements:

 

1.      The Town will require consultants to use recycled paper, containing at least 30% recycled paper content.

 

2.      The Town will require consultants to use the least materials possible by using double-sided copies.
