SUBJECT:       Report from Traffic Management Committee for the Glen Lennox/Little Creek

Oaks I Neighborhoods

In February 2000, the Town Council approved a process for conducting an area-wide traffic management study of the Glen Lennox, Little Creek, and The Oaks I neighborhoods. As part of the process, the Council established a committee to be comprised of four members from each of the three neighborhoods included in the study area, in addition to one at-large member, and one member each representing the Transportation Board, Bicycle and Pedestrian Advisory Board, and the University of North Carolina Highway Safety Research Center.

 

The Committee’s charge was to “identify and evaluate opportunities for managing vehicular traffic while maintaining reasonable mobility and access for residents and service providers.” The final report of the Committee was to be a set of recommendations which would be feasible and effective.

 

The Committee held a total of 12 meetings at the Town Hall between October 2000 and May 2001. Staff assisted the Committee by providing technical input and administrative support. The attached report outlines the process used by the Committee to arrive at its conclusions and lists  both short-term and long-term recommendations for managing traffic in and around the Glen Lennox, Little Creek, and The Oaks I neighborhoods. The Committee also sent the list of the short term and long term improvements to the Town’s Transportation Board and the Bicycle/Pedestrian Advisory Board for their input.  A copy of the each Board’s response is included in the report.

 

The report will be presented tonight by a Committee member.

 

MANAGER’S RECOMMENDATION

 

That the Council refer the report and recommendations to the Manager for evaluation, and that the Manager report back to the Council regarding the Committee’s proposals, including recommendations for funding and implementing the proposed improvements.

 

If this report is received and referred tonight, we would expect to report back to the Council with analysis and recommendations in the fall of this year.
