SUBJECT: Acceptance of Police Department Grants

The attached resolution would authorize the acceptance of three grants recently approved for the Police Department. The grants would provide funding for Geographic Information System (GIS) mapping, a Project Turn Around case manager, and video cameras for police cars.
The attached ordinances would establish project accounts for each of the grants and establish a new Alternative Sentencing Assistant position in the Position Classification and Pay Plan Ordinance.
Governor’s Crime Commission Grant $21,848.00
Orange-Chatham Justice Partnership $42,296.00
Governor’s Highway Safety Program $31,800.00
This grant would provide funding to establish geographic mapping capabilities in the Police Department. The funding would begin July 1, 2001, and would be dispersed over a two-year period. The grant would provide $19,672 in the first year and $2,175 in the second year. A twenty five percent match is required of the Town, $6,557 in the first year and $725 in year two. The funds would be used to purchase software, printers, a computer, and supplies. Staff training would is also included in the grant funds.
The goal of the project is to integrate police data (crime data and calls for service) with available GIS technologies to improve the services of the department. Visual, mapped data would enhance community policing efforts, allow for more effective allocation of personnel, improve crime analysis capabilities, and provide information to citizens.
The Orange-Chatham Justice Partnership has approved funding in the amount of $42,296 for a Project Turn Around (PTA) Case Manager. The case manager would work with juveniles referred to the program by court officials in our judicial district (including both Orange and Chatham Counties). The position would be funded for one year only. However, it is anticipated that if the position proves to be successful, the OCJ Partnership would continue to recommend funding for the position in subsequent years.
This position would provide comprehensive case management services for juvenile offenders. There are no direct costs to the Town except for supervision by PTA Director Bill Cozart. The position is recommended as a full-time position at pay grade 31 ($26,683).
The Governor’s Highway Safety Program (GHSP) has approved a Reimbursement Grant for the Police Department to purchase six in-car video cameras and four RADAR units. The total reimbursement amount is $31,800, of which $4,800 will purchase four RADAR units, and $27,000 will purchase six video cameras.
The cameras and RADAR units must be purchased with local funds and the costs are then reimbursed by GHSP. It is recommended that funds from the Police Department operating budget be used for the initial purchase of the equipment.
RECOMMENDATIONS
a) That the Council adopt the attached resolution authorizing the acceptance of the Governor’s Crime Commission Grant, the Governor’s Highway Safety Program Reimbursement Grant, and the Orange-Chatham Justice Partnership Grant.
b) That the Council adopt the attached ordinances establishing project accounts for each of the aforementioned grants, and establishing a new Alternative Sentencing Assistant position.
A RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE CRIME COMMISSION GRANT, THE GOVERNOR’S HIGHWAY SAFTEY PROGRAM REIMBURSEMENT GRANT, AND THE ORANGE CHATHAM JUSTICE PARTNERSHIP GRANT (2001-07-02/R-2)
WHEREAS, the Governor’s Crime Commission, the Governor’s Highway Safety Program and the Orange-Chatham Justice Partnership have made funds available to enhance the quality of law enforcement services provided to local communities; and
WHEREAS, the Town’s applications in the amount of $21,848 was approved by the Governors Crime Commission; and $31,800 was approved by the Governor’s Highway Safety Program; and $42,296 was approved by the Orange-Chatham Justice Partnership; and
WHEREAS, these grant funds would be used to provide geographic mapping capabilities, to purchase video cameras and RADAR units for patrol cars, and to provide comprehensive case management services for juvenile offenders;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to accept the aforementioned grants and to make all necessary assurances.

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2001” as duly adopted on June 25, 2001 be and the same is hereby amended as follows:
