AGENDA #5a

MEMORANDUM

TO:                  Mayor and Town Council

FROM:            W. Calvin Horton, Town Manager

SUBJECT:       Annual Report on Stormwater Impact Statements

DATE:             July 2, 2001

In 1996 the Town Council adopted a resolution authorizing the Town Manager to require Stormwater Impact Statements as part of the submittal requirements for all Special Use Permit and Major Subdivision applications effective January 1, 1997.

Additionally, the Town Council requested that we provide an annual report including information about the number of Statements required and submitted each year, as well as the number and type of exemptions granted by the Manager (as allowed for in the Stormwater Impact Statement Guidelines).  The following information is as requested by the Council concerning Stormwater Impact Statements:

STORMWATER IMPACT STATEMENTS REQUIRED

·                    Marriot Residence Inn, Special Use Permit

·                    Lambda Chi Alpha, Special Use Permit

·                    The Franklin Hotel, Special Use Permit

·                    Airport Drive Office Building – UNC, Special Use Permit

·                    Rosemary Street Mixed-Use Development, Special Use Permit

·                    The Homestead, Special Use Permit

·                    Church of the Holy Family, Special Use Permit

·                    Sage Road Offices, Special Use Permit

·                    Prestwick Place, Special Use Permit

·                    Larkspur Subdivision

·                    Cross Creek Subdivision

STORMWATER IMPACT STATEMENTS EXEMPTED ENTIRELY OR IN PART

·                    Eastwood Lake, Lake Forest Association – lake maintenance and dredging.

·                    Tau Epsilon Phi Fraternity – small addition to existing structure.

We think that the information provided by the eleven (11) projects listed above, which were required to submit Stormwater Impact Statements, was useful in helping the Council and staff evaluate the relative developmental impacts on stormwater runoff quality and quantity; and the potential benefits of “best management practices” employed by these projects to mitigate the stormwater runoff impacts resulting from each development.

We will report again in twelve months.
