SUBJECT: Budget Amendment for Historic District Site Survey Grant

The attached budget ordinance would transfer $5,000 from the Fund Balance for the Town’s matching share of a Historic District Site Survey Grant authorized by the Council on June 11, 2001.
If adopted, this matching fund would be transferred to the Planning Department’s budget to hire a consultant to update and expand the Town’s Historic Site Survey.
On November 13, 2000 the Council authorized the Town Manager to apply for a grant to hire a consultant to update the Town’s Historic Site Survey. On June 11, 2001 the Council authorized the Town Manager to accept the 2001-2002 Historic Preservation Fund Grant.
The grant is for the purpose of hiring a consultant to update and expand the Town’s Historic Site Survey including the historic portion of the University of North Carolina – Chapel Hill Campus, determine potential boundary changes for the existing Local Historic District, and survey previously undocumented neighborhoods.
The survey project totals $28,400, with a pledge of $15,000 from the Chapel Hill Preservation Society, $8,400 from the Historic Preservation Fund grant and $5,000 in Town matching funds. The Town has received $5,000 from the Chapel Hill Preservation Society representing the first of three payments for its contribution.
If the Council authorizes transfer of the required matching funds, the next step would be to receive proposals from qualified consultants to prepare the updated and expanded Historic Site Survey. It would be our hope that a consultant could be hired and the work begin by September, 2001. The project must be completed by the end of August 2002.
The hired consultant would conduct the survey with input and assistance from the State Department of History and Archives. The role of town staff, the Historic District Commission, and the Chapel Hill Preservation Society would be to facilitate the work of the consultant and communicate with neighborhoods about the process. It is anticipated that a committee, made up of town staff, Historic District Commission members, and Chapel Hill Preservation Society would work with the consultant. At the end of the project, the Town Council or Historic District Commission could call a public hearing for the consultant to discuss the results of the survey and answer questions.
Manager’s Recommendation: That the Council adopted the attached Resolution, authorizing the transfer of funds from Fund Balance.

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2001” as duly adopted on June 25, 2001 be and the same is hereby amended as follows:
