SUBJECT:        Resolution Creating a Committee to Study Traffic Safety Issues on Weaver Dairy Road

On July 2, a Council member petitioned the Council to appoint a traffic calming study committee for Weaver Dairy Road (Attachment 1).

 

INTRODUCTION

 

The Council received and referred the petition to the staff, requesting that the Town Clerk advertise for applicants, that appointments be made on August 27, that notices be sent to residents of Weaver Dairy Road, and that the Chapel Hill-Carrboro Schools and UNC’s Highway Safety Research Center be asked to appoint representatives to serve on this committee.

 

DISCUSSION

 

Advertisements were placed in The Chapel Hill News on July 15, 22, and 29, and August 5, 12, and 19 (Attachment 2).  In addition, notices were mailed to 426 citizens who are residents of the Weaver Dairy Road area or who had requested to be placed on the mailing list (Attachment 3).

 

Letters were sent from the Town Clerk to the Superintendent of the Chapel Hill-Carrboro City Schools and to UNC Chancellor James Moeser, requesting that representatives be appointed per the Council’s request.  The Chapel Hill-Carrboro City Schools has requested that Steve Scroggs, Assistant Superintendent for Facilities, be accepted as its representative to this Committee.  The University has requested that Charles Zegeer, Associate Director of the Highway Safety Research Center, be accepted as its representative.

 

COMMITTEE NAME, CHARGE, AND MEMBERSHIP

 

We suggest that the Committee’s name be the “Citizens Committee to Study Traffic Safety Issues on Weaver Dairy Road.”  This would be consistent with previous citizens committees.

 

We suggest that the following charge be considered for this Committee:

 

(1)        Identify, evaluate, and recommend traffic calming measures to be considered by the State for incorporation into the improvement plans for Weaver Dairy Road; and

 

(2)        Suggest short-term improvements (relating to the existing conditions on Weaver Dairy Road) that could be implemented in the interim before the State project is constructed.

 

In the past, similar citizen committees have been limited to 15 members.  We suggest that this Committee also consist of 15 members, including the two representatives noted above, for a total of 17 members.

 

At this time, we have received 25 applications for membership on this Committee.  The Council may wish to appoint all applicants, and may do so by signing the ballot without indicating particular applicants.

 

The Council may wish to modify the name, charge, or membership suggested here.

 

CONCLUSION

 

Adoption of the attached resolution would create the Citizens Committee and set the charge for its work.

A RESOLUTION CREATING A CITIZENS COMMITTEE TO STUDY TRAFFIC SAFETY ISSUES ON WEAVER DAIRY ROAD (2001-08-27/R-5)

 

WHEREAS, on July 2, 2001, the Council approved the formation of a citizens committee to study traffic safety issues on Weaver Dairy Road; and

 

WHEREAS, advertisements for membership were placed in The Chapel Hill News on July 15, 22, and 29, and August 5, 12, and 19; and

 

WHEREAS, letters and applications inviting participation on this committee were mailed to 426 citizens;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby creates the Citizens Committee to Study Traffic Safety Issues on Weaver Dairy Road.

 

BE IT FURTHER RESOLVED that the Council sets the following charge for this Committee:

 

(1)        Identify, evaluate, and recommend traffic calming measures to be considered by the State for incorporation into the improvement plans for Weaver Dairy Road; and

 

(2)                Suggest short-term improvements (relating to the existing conditions on Weaver Dairy Road) that could be implemented in the interim before the State project is constructed.

 

BE IT FURTHER RESOLVED that the Council sets the membership of this Committee at 15, and accepts the recommendation of the Chapel Hill-Carrboro City Schools to appoint Steve Scroggs as its representative, and the recommendation of the University of North Carolina to appoint Charles Zegeer as its representative.
