1990-91	Professional Traffic Engineer position added (position was  required by State of NC to upgrade traffic signal system with Town operation and management of the system)
1996-97 and 97-98:	GIS (Geographic Information System) program begun with part-time, then full-time position.  Zoning Compliance Program begun in 1997 with hiring of Zoning Compliance Officer
