Service and Program Milestones:
Police: 
1985-86 4 officer positions converted to civilian desk attendants
1987-88 8 Police Officers dedicated to central business district added
1991-92 Police Legal Advisor  (part-time) added; Parking Enforcement function transferred from Police Department to Transportation Department, and made  part of the Parking Fund.  Violent Crime Task Force established
1991-92, 1992-93 and 1993-94 The transition from the former combined services under the Public Safety program began in 1991-92 with the conversion of 9 Public Safety Officers to Firefighters;  services previously performed by Public Safety Officers were provided by separate Police Officers and Firefighters. In October, 1993 12 positions were added were to the Fire Department to complete the transition from Public Safety program  
1994-95 7 police officers added -- 5 from Drug elimination program, 1 from Department of Justice grant, and 1 from Culbreth School annexation
Alternative Sentencing Program established. Human Services Coordinator position transferred from Housing
1995-96 4 Police Officers added from Governor's Highway Safety grant
1997-98  5 Police Officers from Community Policing Grant
1998-99 3 Police officers added as School Resource Officers
Fire:
1982-83 Fire Station 4 opened

In October, 1993 12 positions were added were to the Fire Department to complete the transition from Public Safety program . 
1997-98: Added an additional Fire Inspector to deal with increased workload in inspections, plan reviews, investigations, and public education requests
1999-00 through 2001-2002: Added 18 firefighter positions to provide compliance with OSHA regulations and to staff new fire station and attack truck 
2001-2002 Fire  station 5 opened, first in temporary quarters, then in permanent location, to serve the newly annexed Southern Village area
