SUBJECT:       Request for Street Closing October 10-13, 2001 for UNC Chapel Hill’s University Day 2001

INTRODUCTION

 

The attached resolution would approve a street closing requested by the University of North Carolina from 8:00 a.m. October 10 through 8:00 a.m. October 13, 2001.

 

BACKGROUND

 

University Chief of Police Derek K. Poarch has requested that Cameron Avenue, from Columbia Street to Raleigh Street, be closed between 8:00 a.m. Wednesday 10 October and 8:00 a.m. Saturday 13 October 2001, to accommodate equipment setup, the processional and other functions planned for UNC Chapel Hill’s University Day 2001.

 

DISCUSSION

 

The University of North Carolina at Chapel Hill is planning an Announcement Celebration for the Kick-Off of the Carolina First Campaign in conjunction with University Day 2001.  The Kick-Off event requires the setup of several large, complex tents one of which will actually cross over Cameron Avenue near Swain Hall. For this reason, for pedestrian safety and to facilitate traffic and parking operations the University has requested closure of Cameron Avenue between Raleigh Street and South Columbia Street.

 

University police will control traffic at the barricaded intersections 24 hours per day during the three-day closure period. They have coordinated with Chapel Hill Fire Department and Orange County Emergency Management and will allow emergency vehicles access into the closed area. No Town  services will be required.  A detour of the Reverse “U” bus routes would be necessary and has been coordinated with Chapel Hill Transit.

 

RECOMMENDATION

 

That the Council adopt the attached resolution approving the closing of Cameron Avenue 8:00 a.m. October 10, through 8:00 a.m. October 13, 2001.


A RESOLUTION APPROVING A STREET CLOSING OCTOBER 10 THROUGH 13, 2001, AS REQUESTED BY THE UNIVERSITY OF NORTH CAROLINA (2001-09-24/R-8)

 

BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby approves the University’s request to close the part of Cameron Avenue from Raleigh Street to South Columbia Street between 8:00 a.m. October 10 and 8:00 a.m.  October 13, 2001 subject to conditions to be set forth by the Town Manager or Manager’s designee, which may include the following:

 

1.  Personnel shall be on duty at the ends of the closed street areas to ensure access for Town, University and other emergency vehicles into the closed area if needed.

 

2.  The University shall designate a contact for coordination and communication with the Town regarding the street closing.

 

BE IT FURTHER RESOLVED that the Council authorizes the Manager to approve minor adjustments in the time and location of the requested street closing.

 

BE IT FURTHER RESOLVED that the Manager be given administrative authority to approve future street closures for future University of North Carolina events which require the closure of Cameron Avenue between Raleigh Street and Columbia Street.
