Subject:            Establishment of a Project Ordinance for the 2001-2002 Capital Fund Program for                   Public Housing Renovations and Resident Services

The attached budget ordinance would establish a project ordinance for the 2001-2002 Capital Fund Program in the amount of $611,585.  The project ordinance is based on the grant application authorized by the Council and subsequent grant awarded by the U. S. Department of Housing and Urban Development (HUD).

 

BACKGROUND

 

On April 23, 2001, the Council approved a plan for public housing renovations and resident services.  The Council also authorized the submission of an application for the 2001-2002 Capital Fund Program to the U. S. Department of Housing and Urban Development.

 

The 2000-2001 grant year was the third year of the Five-Year Comprehensive Plan that was adopted by the Council on April 27, 1998.

 

Federal regulations require that in completing public housing improvements that priority be given to completing work related to the following statutory requirements.

 

·          Removing or abating lead-based paint

·          Removing or abating asbestos

·          Meeting the needs of disabled or handicapped individuals

 

Therefore, the 2000-2001 Capital Grant funds were allocated for renovations at the Lindsay Street neighborhood because lead-based paint is present in these 9 apartments.  The Lindsay Street renovations are expected to be completed in November 2001.

 

The 2001-2002 Capital Fund grant year is the fourth year of the Five-Year Comprehensive Plan.  In 2001-2002, priority is given to the Pritchard Park neighborhood because these 15 apartments were built in 1972 and have not had any comprehensive renovations since being built.

 

DISCUSSION

 

Proposed renovations and activities for 2001-2002 Grant funds as approved by the Council on April 23, 2001, include the following:

 

1.      Renovate the 15 apartments at the Pritchard Park neighborhood.   Proposed renovation work

would include the replacement of windows and screens, replacement of interior and exterior doors, replacement of furnaces, air conditioning, replacement of floor tiles, replacement of bathtub liners and surrounds, bathroom fixtures, plumbing and electrical upgrades, and interior and exterior painting.

 

Allocation: $584,685

 

In addition to the $584,685 included in the proposed budget ordinance for this project, $115,000 is allocated in the Community Development budget ordinance for proposed Pritchard Park renovations.  Therefore, the total amount available for Pritchard Park renovations is $699,685.               

 

2.   Allocation to the cost of relocating Pritchard Park families to other public units due to the renovation work.

 

Allocation:  $5,000

 

2.      The cost of the general administration of the Capital Fund Program.  This activity include the day-to-day monitoring of renovation work, preparation of work records and interviewing workers to verify work responsibilities and pay, as required by HUD.

 

Allocation:  $ 21,900

 

The total amount appropriated from the U.S. Department of Housing and Urban Development for the 2001-2002 Capital Fund Program is $611,585.

 

RECOMMENDATION

 

Manager’s Recommendation: That the Council adopt the attached Project Ordinance for the 2001-2002 Capital Fund Program.

AN ORDINANCE TO ESTABLISH A HOUSING CAPITAL FUND PROGRAM (CFP) PROJECT ORDINANCE (2001-10-10/O-1)

 

BE IT ORDAINED by the Council of the Town of Chapel Hill that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following project ordinance is hereby established:

 

Section I

 

The project authorized is the Capital Fund Project as approved by the Council on April 23, 2001. Funds are as contained in Amendment to Consolidated Annual Contributions Contract between the Town and the U. S. Department of Housing and Urban Development (HUD) dated August 17, 2001.

 

Section II

 

The Manager of the Town of Chapel Hill is hereby directed to proceed with the project within the terms of the Contract document(s), the rules and regulations of the U. S. Department of Housing and Urban Development, and budget contained herein.

 

Section III

 

The following revenues are available to complete the project:

 

Capital Fund Program                                $611,585

 

Section:  IV

 

The following amounts are appropriated for the project as follows:

 

   

     Administration                                       $  21,900   

     Dwelling Structures                               $584,685

     Relocation                                              $    5,000    

    

     Total                                                       $ 611,585

 

Section:  V

 

The Finance Director is hereby directed to maintain within the Project Fund sufficient specific detailed accounting records to provide the accounting to the U.S. Department of Housing and Urban Development as required by the Annual Contributions Contract and federal regulations.


 

Section:  VI

 

Funds may be advanced from General funds for the purpose of making payments as due.Reimbursement requests should be made to HUD in an orderly and timely manner.

 

Section:  VII

 

The Manager is directed to report annually on the financial status of each project in Section IV

and on the total revenues received.
