SUBJECT:       Proposed Fee for Site Development Permit Applications

On July 2, 2001, the Town Council created a new zoning district, Office/Institutional-4.   The purpose of this new district was to create a mechanism that allows the owner of a large tract of land to propose a general Development Plan which, if approved, could be followed by a series of specific Site Development Permit applications.  An excerpt from the Development Ordinance is attached, describing the new OI-4 district. 

 

On July 2, the Council amended the Town’s schedule of Development Review Fees, to create a new category for Development Plan applications.  (Copy of Fee Schedule attached).  Tonight we recommend that the Council set an accompanying fee for Site Development Permit applications. 

 

We note that it has been the Council’s policy for most types of development applications, to set an application fee that is designed to recover 100% of the Town’s direct costs that are involved in processing and evaluating that type of application.  We estimate that, for a typical Site Development Permit application, the Town would incur costs for staff time of approximately $2,300 in review and processing tasks.   Using the overhead rate of 13.55% of personnel costs (as required for federal grant accounting), we estimate an average cost of $2600.  Appendix A includes a more detailed explanation of our estimated costs.

 

Accordingly, we recommend that the Council adopt the attached resolution, adjusting the schedule of Development Review Fees to include a new type of application:  OI-4 Site Development Permit, with an application fee of $2, 600.

A RESOLUTION AMENDING THE FEE SCHEDULE FOR DEVELOPMENT REVIEW FEES TO ADD A SITE DEVELOPMENT PERMIT FEE (2001-10-10/R-6)

 

WHEREAS, the Town Council has adopted a Development Ordinance text amendment which creates a new zoning district: Office/Institutitonal-4; and

 

WHEREAS, the Town Council has, with the establishment of the Office/Institutional-4 zoning district, created two new types of development applications: 

 

 

WHEREAS, the Town Council has determined that application of a development review fee would be appropriate for these types of new applications;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Fee Schedule for Development Review is hereby amended to add the following new fees: 

 

OI-4 Site Development Permit……………………………..$2600

Based on salaries and benefits current as of November 1, 2001, this staff time costs $2,304.  We estimate overhead by using the federal rate of 13.55% of salary costs.  Therefore, we recommend setting the fee for review of Site Development Plans submitted pursuant to the University’s Campus Development Plan at $2,600.
