SUBJECT:       Proposed Schedule for Amendment to Land Use Plan for Kings Mill/Morgan Creek Area

The attached resolution would endorse a schedule of action to amend the Town’s Land Use Plan to designate the Kings Mill/Morgan Creek area a Residential Conservation Area.

 

BACKGROUND

 

At the June 11, 2001 Town Council meeting, Ms. Sally Green, on behalf of the Kings Mill/Morgan Creek Neighborhood Association, asked the Council to help the neighborhood association in developing a small area plan and in creating a residential conservation overlay district.  She noted that the neighborhood makes this request because of the potential impacts of the University’s Master Plan on the neighborhood.

 

On September 24, 2001, the Town Council adopted a resolution that initiated a process to amend the Town’s Land Use Plan to designate the Kings Mill/Morgan Creek area a “Residential Conservation Area,” and directed the Manager to return to the Council with a report outlining a process for this amendment, including a date for a Public Hearing (see Attachment 1).  The map in Attachment 2 illustrates the area proposed for amendment.

 

PROPOSED SCHEDULE OF ACTION

 

We recommend the proposed amendment to the Land Use Plan be reviewed first by the Planning Board, followed by a Public Hearing and final action by the Town Council.  We recommend the following schedule for these actions:

 

January 22, 2002:         Review and recommendation by Planning Board.

 

February 18, 2002:       Public hearing before Town Council.

 

March 4, 2002:            Final action by Town Council.


 

RECOMMENDATION

 

We recommend the Town Council adopt the attached resolution to endorse a schedule of action to amend the Town’s Land Use Plan to designate the Kings Mill/Morgan Creek area a Residential Conservation Area.

A RESOLUTION ENDORSING A SCHEDULE to amend the Town’s Land Use Plan to designate the Kings Mill/Morgan Creek area a Residential Conservation Area (2001-11-12/R-3)

 

WHEREAS, the Chapel Hill Town Council received a petition from the Kings Mill/Morgan Creek Neighborhood Association requesting assistance in the planning of their neighborhood; and

 

WHEREAS, the Kings Mill/Morgan Creek neighborhood is adjacent to the University of North Carolina campus and may be affected by future growth of the University;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby endorses the following schedule to amend the Town’s Land Use Plan to designate the Kings Mill/Morgan Creek area a “Residential Conservation Area”:

 

January 22, 2002:         Review and recommendation by Planning Board.

 

February 18, 2002:       Public hearing before Town Council.

 

March 4, 2002:            Final action by Town Council.
