SUBJECT:       Status of the Traffic Signal Installation at the Intersection of US 15-501 and Bennett Road/Arlen Park Drive

The purpose of this report is to report the status of the traffic signal installation at the intersection of US 15-501 and Bennett Road/Arlen Park Drive, as requested by a citizen at the October 22, 2001 Council meeting.

 

BACKGROUND AND DISCUSSION

 

The Town Council required installation of a traffic signal at the intersection of US 15/501 and Bennett Road/Arlen Park Drive as a part of the Special Use Permit for Southern Village. The Town collected $45,000 from the Southern Village developer as payment-in-lieu for the traffic signal, which was to be installed when it became warranted as part of the Southern Village build-out.

 

We have maintained contact with the North Carolina Department of Transportation (NCDOT) regarding the installation of this signal, to coordinate with the US 15-501 improvement project now underway, the new Town Fire Station construction, and the progress of construction in Southern Village.   Based on our conversations with the NCDOT, we agreed to transfer the $45,000 to the State so that design of the traffic signal could begin, thereby allowing it to be installed as a part of the US 15-501 improvement project being constructed by the State.

 

NCDOT told us last week that a temporary traffic signal would be installed and operational within the next six to nine months. The roadway construction project on US 15-501 in this vicinity is expected to be completed within the next eighteen months including the permanent traffic signal installation. The NCDOT also informed us that the design of the traffic signal includes preemption capabilities to accommodate emergency vehicles from the new fire station located at this intersection.
