SUBJECT:       Ordinance Amendment to Change Language in the Town Code from “Personnel” to “Human Resources”

SUMMARY

 

The attached ordinance would change references in Chapter 14 of the Code of Ordinances from “Personnel” to “Human Resources.”  reflecting the new name of this department and function.

 

DISCUSSION

 

The consultants conducting the classification and pay review in 1999 recommended that the titles of positions and of the Town department be changed to “Human Resources”, reflecting the terminology more often used in the private and public sectors. The Classification and Pay Ordinance now has positions called Human Resources Director, Assistant Human Resources Director and others.

 

Chapter 14 of the Town’s Code of Ordinances currently uses the term “personnel” in references to the department or to the staff positions working with recruitment, benefits, and other employee issues.  We recommend that references to “personnel” be changed to “human resources” when they refer to the department (such as changing references to Personnel Office or Department to Human Resources Department) or to titles (such as changing references to Personnel Director to Human Resources Director.  Where the terminology refers to personnel records or to the Personnel Appeals Committee the wording would not be changed.

 

If approved, the Town Clerk would contact the agency responsible for publishing the Town Code and instruct that agency to make specified terminology changes in the next printed edition of the Town Code.

 

RECOMMENDATION

 

That the Council approve the attached Ordinance. 


AN ORDINANCE AMENDING CHAPTER 14 OF THE CODE OF ORDINANCES TO CHANGE THE WORD “PERSONNEL” TO THE WORDS “HUMAN RESOURCES”  (2001-11-26/O-5)

 

BE IT ORDAINED by the Council of the Town of Chapel Hill, as follows: 

 

Section 1.   Chapter 14 of the Code of Ordinances, “Personnel Rules and Regulations,” shall hereinafter be entitled “Human Resources.”

 

Section 2.    References in Chapter 14 of the Chapel Hill Code of Ordinances to  “Personnel” in reference to a function or a position, such as Personnel Department, Personnel Officer or Personnel Director, are hereby changed to “Human Resources”. 

 

Section 3.   Other references to personnel in Chapter 14 such as “personnel records” or “Personnel Appeals Committee” shall not be changed.

 

Section 4.  This ordinance is effective upon adoption.
