SUBJECT:       Follow-up from December 13, 2001 Community Meeting Regarding the Hargraves Extraordinary Maintenance Project

As a follow-up to the December 13, 2001, community meeting regarding the Hargraves Center/A.D. Clark Pool Extraordinary Maintenance Project, we recommend the Council adopt the attached resolutions.

 

Resolution A would authorize the Manager to modify the adopted schedule for extraordinary maintenance of the Hargraves Center and A.D. Clark Pool (2001-11-26/R-B), so that work on the pool, as well as the Center, would begin as soon as possible.  

 

Resolution B would authorize the Manager to include the resurfacing of the outdoor basketball court at the Hargraves Center as part of the Town-wide tennis and basketball court resurfacing project for bid purposes.

 

Extraordinary Maintenance Schedule for the Hargraves Center and A.D. Clark Pool

On November 26, 2001, he Council adopted a resolution that would result in an April 2002 construction start for the Center building and an August 2002 start for the pool. At the December 13 community meeting regarding the project, the consensus of residents was that the Town should proceed with the extraordinary maintenance of both the community center and the pool as soon as possible.  The staff informed the residents at that meeting that such a schedule would likely cause the pool not to open at all in 2002. 

 

We believe that the children from the Town’s day camps at Hargraves Center and the Special Olympics program could be transported to the Community Center pool on Estes Drive, but that other groups such as those from the School System and the YMCA could not be accommodated in Town facilities. Our understanding from the discussion at the last Council meeting was that the Council wanted to follow the wishes of the community. Based on the discussion at the December 13 community meeting, we believe that this revised schedule would do so.

 

Resolution A would authorize the Manager to implement a schedule for extraordinary maintenance of the Hargraves Center and A.D. Clark Pool that would result in an April 2002 construction start for both facilities.


 

Outdoor Basketball Court

Another issue discussed at the December 13, 2001 community meeting was the outdoor basketball court surface (it currently has puddles of water after rain and the asphalt is not resilient).  As part of the construction of the Northside Gymnasium the original outdoor basketball court was demolished and a new court was constructed adjacent to the Northside Gym building.

 

We recommend that the Council make these improvements and that the current asphalt surface be overlaid with a commercial grade sport surface such as are found on Town tennis courts and the basketball court at the Community Center. These courts have a surface that is softer than asphalt and easier on players’ legs and knees. The primary problem with these surfaces is that they have a tendency to crack and require repairs every 3-6 years.  The staff estimates that the cost of upgrading the outdoor basketball court surface at the Northside Gymnasium to be about $3,500 which would include the sports surface and the addition of basketball court boundary lines.

 

We recommend that this work be added to the Town-wide court resurfacing project that is expected to be bid this spring. That project would include major renovation of the Cedar Falls tennis courts as well as minor repairs to cracked surfaces on all of the other Town courts. We would expect the work to be completed in the summer of 2002.

 

Resolution B would authorize the Manager to include the project as part of the tennis and basketball courts resurfacing project for bid purposes.

 


 

RESOLUTION A

 

A RESOLUTION AUTHORIZING THE MANAGER TO IMPLEMENT A SCHEDULE FOR EXTRAORDINARY MAINTENANCE OF THE HARGRAVES CENTER AND A.D. CLARK POOL THAT WOULD RESULT IN AN APRIL 2002 CONSTRUCTION START FOR BOTH FACILITIES   (2002-01-14/R8a)

 

WHEREAS, the Council has adopted a Capital Improvements Program budget that includes renovations for the Hargraves Center and the A.D. Clark Pool; and

 

WHEREAS, the consensus of residents attending the December 13, 2001, community meeting regarding the extraordinary maintenance project was that the Town should proceed with the renovation of both the community center and the pool as soon as possible, even if that were to mean not having the pool open at all in 2002; and

 

WHEREAS, an April start of construction would allow for an earlier completion of work on the project;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to follow a schedule that would result in an April construction start for renovations to the Hargraves Center and A.D. Clark Pool.

 

BE IT FURTHER RESOLVED that the Council authorizes the Manager to submit an application to the Local Government Commission for installment financing of this project and to schedule a Public Hearing.

RESOLUTION B

 

A RESOLUTION AUTHORIZING THE MANAGER TO INCLUDE THE RESURFACING OF THE OUTDOOR BASKETBALL COURT ADJACENT TO THE NORTHSIDE GYMNASIUM AS PART OF THE TOWN-WIDE TENNIS AND BASKETBALL COURT RESURFACING PROJECT FOR BID PURPOSES (2002-01-14/8b)

 

WHEREAS, the consensus of residents attending the December 13, 2001community meeting regarding the Hargraves Center extraordinary maintenance project was that the Town should resurface the outdoor basketball court adjacent to the Northside Gymnasium; and

 

WHEREAS, this work could be added to the Town-wide tennis and basketball court resurfacing project that is expected to be bid this spring;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to include the project as part of the tennis and basketball courts resurfacing project for bid purposes.
