MEMORANDUM

TO:                  Mayor and Town Council

FROM:            W. Calvin Horton, Town Manager

SUBJECT:       Response to a Petition Requesting Installation of Pedestrian Crossings and Pedestrian Signals at Intersections on US 15-501 between Southern Village and the UNC Campus.

DATE:             January 14, 2002

This report provides information on the status of pedestrian signal and crossing installations on US 15-501 between Southern Village and the UNC Campus as requested by a citizen at the November 12, 2001 Council meeting.

BACKGROUND AND DISCUSSION

Ms. Katherine Johnson, 924 Edgewater Circle, requested that pedestrian crossings and pedestrian signals be installed at intersections on US 15-501 between Southern Village and the UNC Campus. Of particular concern to the petitioner are the intersections of US 15-501 at Culbreth Road and at the NC 54 ramps.

Recently, NCDOT installed pedestrian crossings and signals at US 15-501 (Columbia Street) and the NC 54 ramps. They have been in operation since December 17, 2001.  An area map of the existing signals and is attached for your information. A map with existing greenway route is also attached.

We have requested NCDOT to include pedestrian crossings and signals at the following additional intersections:

Ø      Culbreth Road and US 15-501

Ø      Arlen Park Drive/Bennett Road and US 15-501

Ø      Main Street and US 15-501

Based on our conversation with the NCDOT, if the pedestrian crossings and signals are warranted at these locations, they will be installed in conjunction with the US 15-501 widening project. The widening project is scheduled to be complete within a year, and we hope to hear from NCDOT within the next three months on pedestrian signals.
