SUBJECT: Authorization to Close Greenwood Road for the Chapel Hill Garden Club’s Spring Garden Tour April 6-7, 2002

INTRODUCTION
The attached resolution would authorize the closing of Greenwood Road from 9:30 AM to 4:00 PM on April 6, 2002, and from 11:30 AM to 4:00 PM on April 7, 2002, to all non-residents to facilitate the hosting of the Spring Tour by the Chapel Hill Garden Club.
BACKGROUND
The Chapel Hill Garden Club last hosted a Garden Tour in 2000 on Gimghoul Road. There were no citizen complaints or major interruption in the traffic flow through the area. Similar tours have been held in Chapel Hill approximately once every two years without incidents.
DISCUSSION
The Spring Garden Tour would be a walking tour of the private gardens in the neighborhood bordered by Greenwood Road. The tour is expected to draw 3,000 or more guests and will benefit the North Carolina Botanical Gardens. Traffic would be controlled at the intersection of Raleigh Road and Greenwood Road with all non-resident traffic being directed to continue on Raleigh Road rather than entering Greenwood Road. The Garden Club would hire off-duty police officers to assist with traffic.
The neighborhood and roads have minimal through streets and traffic disruption would be negligible. Residents would be permitted access to all roads.
MANAGER’S RECOMMENDATION
That the Council adopt the attached resolution closing Greenwood Road from 9:30 AM to 4:00 PM on April 6, 2002, and from 11:30 AM to 4:00 PM on April 7, 2002.

BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby authorizes the closing of Greenwood Road on April 6, 2002, from 9:30 AM to 4:00 PM and on April 7, 2002, from 11:30 AM to 4:00 PM to allow the holding of the Chapel Hill Garden Club Spring Garden Tour.
