SUBJECT: Minimum Housing Code; Procedural Changes

The purpose of this memorandum is to inform the Council of an upcoming report that will recommend changes to procedural provisions of the Minimum Housing Code.
The Council is currently considering enactment of a rental licensing program. The program would be enacted, if the Council chooses, through an amendment to Chapter 9 of the Town Code. This matter is scheduled for the Council’s February 25 Business Meeting.
In the course of reviewing Chapter 9 of the Code while working on the proposed rental licensing program, it became apparent that the first two Articles of Chapter 9, dealing primarily with procedure and administration, are out of date with current statutory law.
Therefore, we will be preparing for the Council’s consideration on February 25, along with the changes proposed for possible enactment of a rental licensing program, recommended revisions to Articles I and II of Chapter 9. We will explain those proposed changes in a separate agenda item at that time.
