SUBJECT: Proposed Schedule for Meetings on Development Ordinance

This memorandum proposes a schedule of meetings related to the Town Council’s consideration of a draft Development Ordinance.
BACKGROUND
On January 28, the Town Council discussed how to proceed with consideration of a Second Draft of a revised Development Ordinance. The Council passed a resolution calling for a series of workshops and forums.
PROPOSED SCHEDULE
The Town Council scheduled discussion of the proposed ordinance at three upcoming public hearings: March 18, April 15, and May 20. The Council asked the Manager to schedule five additional citizen events: three forums (to be held in the evening, discussing proposed regulations), and two workshops (to be held on Saturday mornings, testing the impact of proposed regulations on actual sites). The Council expressed intent to be in a position by the end of June, 2002, to provide guidance to our consultant for preparation of a Third Draft.
Given these directions, we have prepared the following calendar for consideration. We note that the proposed calendar suggests one additional Council hearing, on Monday evening, June 3. We believe that this additional meeting is necessary in order to provide an opportunity for citizens, after participating in forums, to be able to offer comments directly to the Town Council prior to the Council’s decisions on next steps.
In the following proposal, there would be an evening public forum linked to and closely following each Council hearing date, to allow discussion of the material presented at the hearing. The Saturday morning workshops would focus on how proposed regulations might influence development on specific sites in Chapel Hill.
Our proposed schedule follows. All meetings would be at Chapel Hill Town Hall, in the Council Chamber. All meetings would begin at 7:00 pm, except the two Saturday workshops which would begin at 9am:

RECOMMENDATION
We recommend that the Council adopt the attached resolution, endorsing this schedule of public forums and workshops and calling an additional public hearing for June 3, 2002.
A RESOLUTION ENDORSING A SCHEDULE OF MEETINGS AND CALLING A PUBLIC HEARING (2002-02-11/R-3)
WHEREAS, the Chapel Hill Town Council seeks to fully consider proposed changes to the Chapel Hill Development Ordinance;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council endorses the following schedule of meetings. All meetings would be at Chapel Hill Town Hall, in the Council Chamber. All meetings would begin at 7:00 pm, except the two Saturday workshops which would begin at 9am:

BE IT FURTHER RESOLVED that the Council calls an additional Public Hearing to consider the proposed Development Ordinance changes for 7:00 pm on Monday, June 3, 2002, in the Chapel Hill Town Hall Council Chamber.
BE IT FURTHER RESOLVED that the Council’s calendar of meetings is revised to include all these additional meetings.
