SUBJECT: On-Street Parking Regulations in the Glen Lennox Area

At the January 14, 2002 meeting, the Council received a report regarding on-street parking regulations in the Glen Lennox Area. The Church of the Holy Family requested that the Council defer action to allow Town staff time to develop a plan to address on-street parking around the Church. The Town Council referred the item back to the Manager to develop a parking plan that addresses on-street parking around the Church.
Ordinance A would change the on-street parking regulations on the public streets in the Glen Lennox area (Berkley Road, Brandon Road, Douglas Road, a portion of Flemington Road, a portion of Hamilton Road, Hayes Road, Lanark Road and Maxwell Road) to “no parking anytime except by residential permit.”
Ordinance B would authorize Town Manager to issue “special parking permits” in accordance with Town Code Section 21-27.2.2.
Ordinance C would remove the existing no parking restrictions on Hamilton Road at the entrance to Glen Lennox, as requested by a resident of Glen Lennox.
The attached resolution would authorize the Town Manager to enter into an agreement with the Glen Lennox Apartments management to issue permits for residential parking in accordance with applicable Town standards.
The Manager recommends adoption of the attached Resolution and Ordinances A, B and C.
Mr. Jeff Strickland, who lives in Glen Lennox, requested late last year that the Town establish “no parking anytime except by residential permit” on streets in the Glen Lennox area. In addition to Mr. Strickland’s request, we have heard from several other area residents and the management of the Glen Lennox Apartments expressing concerns about on-street parking problems created when people who are not residents of Glen Lennox, and who are not visiting residents, park on Berkley Road, Brandon Road, Douglas Road, Flemington Road, Hamilton Road, Hayes Road, Lanark Road, and Maxwell Road.
Currently, parking is allowed on both sides of the above streets except at bus stop locations and in intersection areas. On-street parking also is prohibited between 9:00 am and 4:00 pm, Monday to Friday on Hamilton Road between Maxwell Road and Raleigh Road (the entrance to Glen Lennox). We also received a call from another resident of Glen Lennox, requesting that the Town remove the existing parking restrictions (no parking between 9:00 am and 4:00 pm, Monday to Friday) on Hamilton Road between Maxwell Road and Audley Road near the Glen Lennox entrance.
DISCUSSION
We conducted field observations at various times on different days. We noted that available on-street parking was completely occupied Monday through Friday between 8:00 am and 5:00 pm. It appears that a significant number of non-resident vehicles park on the streets in the Glen Lennox area, particularly during normal hours of instruction at the University. We also noted traffic congestion and constricted travel lane widths at some times and locations when parked cars fully lined both sides of the streets.
We contacted the management of the Glen Lennox Apartments and discussed our findings. They informed us that they also regularly received complaints from their residents about the on-street parking situation, and they requested that the Town help mitigate the problem by establishing the residential parking permit regulations. We prepared the attached survey form describing the proposed parking restrictions and soliciting comments from the area residents. We distributed 440 survey forms to the Glen Lennox Apartments, through the Apartment’s Office, and 169 were returned. Of those returned, 145 supported the proposed residential permit parking, 9 indicated no preference, and 32 were opposed to the change. The surveys were distributed only to the residents of the Glen Lennox Apartments.
As directed by the Council, we worked with the Church of the Holy Family (200 Hayes Road) to address the on-street parking issues around the Church, and revised the proposed parking restrictions in a manner that we believe will accommodate the Church’s needs. The Church expressed interest in having on-street parking remain available on Brandon Road and Flemington Road around the church to accommodate the Church daycare users. We have prepared Ordinances A and B to accommodate the Church’s request.
Based on our observations, the neighborhood survey results, and discussions with the Glen Lennox Apartments management and the Church, we believe that restricting on-street parking to “no parking anytime except by residential permit” would address the residents’ parking concerns and would preserve the available on-street parking for use by neighborhood residents and their guests, rather than being dominated by commuter parking as we observed.
Section 21.27.2.2, Special Parking Permits, of the Town Code authorizes the Town Manager to issue special parking permits. The special parking permits issued for a given residence shall not exceed the number of vehicles registered to the residence’s address. Ordinance B is prepared in accordance Section 21.27.2.2. The “no parking anytime except by residential permit” regulation would allow an eligible resident to obtain a parking permit and two guest parking permits per dwelling unit.
The Town normally issues special parking permits at the Parking Services Office. However, in this case we believe it would be reasonable and more efficient to contract with the management of Glen Lennox to issue the permits . We have included a resolution that would authorize the Town Manager to enter into an agreement with the Glen Lennox Apartments management to issue permits to the residents in accordance with applicable Town standards.
We also received a call from another resident of Glen Lennox requesting that the Town remove the existing parking restrictions (No Parking between 9:00 am and 4:00 pm, Monday to Friday) on a portion of Hamilton Road between Raleigh Road and Maxwell Road at the Glen Lennox entrance. We have investigated this request and we believe that the existing parking restrictions can safely be removed. Ordinance C would remove the parking restrictions as requested.
The Manager recommends that the Council adopt the attached resolution and Ordinances A & B & C changing on-street parking regulations in the Glen Lennox area to “no parking anytime except by residential permit.”

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO ENTER INTO AN AGREEMENT WITH THE GLEN LENNOX APARTMENTS MANAGEMENT FOR ISSUANCE OF RESIDENTIAL PARKING PERMITS (2002-02-25/R-8)
WHEREAS, the Town Council approved on-street parking regulations including “no parking anytime except by residential parking permit” on streets in the Glen Lennox area; and
WHEREAS, the Council has determined that it would be most practical and efficient if parking permits in the Glen Lenox area were distributed, in accordance with applicable Town standards, by the management of the Glen Lennox Apartments; and
WHEREAS, the management of the Glen Lennox Apartments has agreed to issue parking permits if so authorized by the Council;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby authorizes the Town Manager to enter into an agreement with the Glen Lennox Apartment management for issuance of residential parking permits in the Glen Lennox area, which agreement shall include the following and such other requirements as the Manager finds necessary:
a) The parking permit design shall be in accordance with applicable Town standards.
b) The cost of issuing the permits will be paid by the Glen Lennox Apartments.
c) Biannual reports shall be submitted to the Town by the Glen Lennox Apartments management in a form to be approved by the Town Manager.
