AGENDA #5c

MEMORANDUM

TO:                  Mayor and Town Council

FROM:            W. Calvin Horton, Town Manager

SUBJECT:       Federal Environmental Assessment for Weaver Dairy Road

DATE:             February 25, 2002

We have attached a copy of the Environmental Assessment for Weaver Dairy Road from NC 86 to SR 1734 (Erwin Road), as provided to us by the N.C. Department of Transportation.

According to the cover letter from William D. Gilmore of the Project Development and Environmental Analysis Branch, it is anticipated that this project will be processed with a “Finding of No Significant Impact” unless comments received independently by the State or via a Public Hearing on the project demonstrate that preparation of a comprehensive Environmental Impact Statement is necessary.

Comments regarding the attached Environmental Assessment will be received by Mr. Gilmore’s office until approximately two weeks following the project Public Hearing.  The March 28, 2002 date noted in the attached letter from Mr. Gilmore, for receiving comments, is standard wording and applies primarily to State and Federal agencies who routinely review these documents.

Copies of the Environmental Assessment document are available for public review in the Town Clerk’s Office at Town Hall and in the Town Library on Library Drive.

Since the Council has asked that the State place a temporary hold on the Weaver Dairy Road Improvement Project until such time that the Council can reconsider its previous endorsement of a 4-lane median divided project, we do not know when a Public Hearing will be scheduled.  In the interim, comments on the attached Environmental Assessment will be received by the State.

Following the Council’s reconsideration of the project scope, and depending on the State’s response, we will report back to the Council when and if a Public Hearing is scheduled by the State.
