Chapel Hill Town Council:
At their December 8, 2001 meeting the Coker Hills West Neighborhood Association agreed to request that the Town of Chapel Hill conduct a Traffic Study on Kensington Drive. A number of residents have been concerned because so many cars travel at speeds far exceeding the 25 mile an hour posted limit. The excessive speed raises safety concerns for those attempting to enter or leave their driveways, for walkers and joggers, and for children playing or on their way to or from school.
Kensington Drive is on a steep hill. The road curves markedly, which restricts the visibility distance. In addition, the late afternoon sun blinds those walking or driving up the hill, which adds to our safety concerns.
From my discussions with Kumar Neppalli, I understand that the Engineering Department would handle the requested Traffic Study and that: a) traffic counts could be taken over a period of several days, producing frequency distributions by speed of vehicle for different time intervals; and b) our neighborhood association would be provided with the resulting data and with suggestions for solving the speeding problem.
We ask you to process our request as soon as possible and proceed with the study. We appreciate your assistance in dealing with this speeding problem and would be happy to provide any additional information that might be helpful to you.
