SUBJECT:       Bids for Comprehensive Rehabilitation Work at the Pritchard Park Public Housing Neighborhood

The attached resolution would accept a bid and award a contract in the amount of $687,828 to Accord Contractors and Developers, Inc. for rehabilitation work at the Pritchard Park neighborhood.

 

Funding for this project is available through the Housing Capital Fund and Community Development Block Grant Program.  The total budget for this project is $854,000.

 

BACKGROUND AND DISCUSSION

 

Project Description

 

The Pritchard Park public housing neighborhood has 15 apartments and is one of the Town’s oldest public housing developments.  This neighborhood consists of two-, three- and four-bedroom apartments and was first occupied in 1972.

 

Although the interiors of the Pritchard Park apartments have been refurbished within the past five years, the apartments have not had comprehensive rehabilitation work since being built.  Therefore, these apartments require complete retrofitting of the kitchens and bathrooms, the replacement of floor tile, doors, windows, siding and painting.  The furnaces and water heaters also need to be replaced because they require frequent repair work and are not energy efficient.  Extensive site work is needed to eliminate erosion and drainage problems.

 

On July 5, 2000, the Council adopted a resolution authorizing the inclusion of air conditioning in public housing renovations (please see Attachment 1).  Therefore, air conditioning is included in the Pritchard Park renovations.

 

Bid Process   

 

The renovation work was bid as a base bid and four alternates. The base bid includes comprehensive rehabilitation work in six apartments. Alternate 1 includes comprehensive rehabilitation work in an additional five apartments. Alternate 2 includes comprehensive rehabilitation work in an additional four apartments.  Alternate 3 includes site work.    Alternate 4 includes ornamental fencing along the property line.

 

In accordance with N. C. General Statute 143-128, a Notice To Bidders was published in The Chapel Hill News, Chapel Hill, North Carolina and The News and Observer, Raleigh, North Carolina on February 3, 2002, and in The Challenger Newspaper, Wilmington, North Carolina on January 31, 2002.  Notice To Bidders were mailed to one hundred thirty-five contractors (including General, Electrical, Plumbing and Mechanical contractors) and to the Town’s Minority Business List for Minority Construction Contractors.  Specifications and contract documents were on file in the office of the Architect, LDA Architecture of Raleigh, North Carolina, and the plan rooms of F. W. Dodge, Associated General Contractors, and Construction Market Data in Raleigh, North Carolina.  

 

On February 27, 2002, the following bids were received and opened:

Evaluation of Bids

 

The bids were reviewed by Town staff and LDA Architecture.  Four contractors submitted single prime bids.  The single prime bids are for the work of a general contractor and all trades for the entire project. 

 

The single prime bid of Accord Contractors and Developers, Inc.  in the amount of $687,828 was lowest responsive bid for the entire project, which includes the base bid and four alternates.

 

Budget

 

The Pritchard Park renovations project budget is funded by the Housing Capital Fund and Community Development Block Grant Program. Funds available for the contract are sufficient to cover the base bid and all four alternates.  Sources of funding for the Pritchard Park renovations  are:

The bid amount is $687,828, leaving an estimated contingency of $166,172.  Any remaining funds would be used to assist with renovation work at the Airport Gardens neighborhood. 

 

CONCLUSION

 

We contacted references that spoke to the low bidder’s financial status, stability and reputation; and to the quality and timeliness of their work, responsiveness to their clients and sensitivity to neighbors of the construction.  Based on this information, we believe that Accord Contractors and Developers, Inc. is responsible as well as the lowest responsive bidder.

 

If the Council awards this bid to Accord Contractors and Developers, Inc., we expect renovation work to begin by mid April 2002 and to be completed by the close of 2002.

 

RECOMMENDATION

 

Manager’s Recommendation:  That the Council adopt the attached resolution accepting the single prime base bid and Alternates 1 through 4, and award a contract to the Accord Contractors and Developers, Inc. in the amount of $687,828 for the comprehensive renovation of all 15 apartments and site work, including fencing and central air conditioning at the Pritchard Park public housing neighborhood.

A RESOLUTION AUTHORIZING THE MANAGER TO INCLUDE AIR CONDITIONING IN FUTURE RENOVATIONS FOR THE PUBLIC HOUSING APARTMENTS (2000-07-05/R-14c)

 

BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to include air conditioning in future public housing renovation, as funding permits.
