SUBJECT: Stormwater Work Costs

This report responds to a request made at the budget work session on March 1, 2002, concerning costs for stormwater work.
BACKGROUND
Subsequent to presentation of the Stormwater Utility Development and Implementation Study Committee’s (hereinafter referred to as the “Committee”) final report to the Council on November 26, 2001, the Manager provided a follow-up report dated February 11, 2002, on recommendations contained in the Committee’s final report. That report included information concerning right-of-way drainage maintenance that is currently performed by the Public Works Department. This maintenance work is provided primarily by the Right-of-Way/Drainage section of the Field Operations Division. Some assistance is also provided by the Construction and Streets sections within the Field Operations Division.
DISCUSSION
Departmental costs were included in the “estimated current town program costs” section of the Committee’s report dated November 14, 2001. That report indicated an operating budget cost of $950,000, excluding administrative costs, for fiscal year 2000-2001 as follows:
Drainage maintenance/street sweeping $700,000
Engineering $250,000
Total $950,000
A breakdown of estimated current Public Works Department costs associated with drainage maintenance and street sweeping (excluding overhead) is noted below.
Right-of-Way/Drainage section $400,000
Construction section $150,000
Streets section $150,000
Sub-total $700,000
Major work programs funded by the above total include the following:
· routine drainage system inspection and maintenance
· street sweeping
· removal of debris from three major waterways within Town
· small drainage improvement projects
· drainage assistance to private property owners
· inclement weather/flooding response and recovery
