AGENDA #3a

BUDGET WORKING PAPER

TO:               W. Calvin Horton, Town Manager

FROM:         Bruce Heflin, Public Works Director

SUBJECT:    Automotive Fleet Inventory Information

DATE:          April 24, 2001

BACKGROUND

During the budget work session on April 3, 2002, Council members asked for information regarding the automotive fleet inventory.  This budget working paper is intended to provide the Council with basic information on the size or our automotive and equipment fleet and on the various missions supported by our fleet of vehicles and equipment.

DISCUSSION

This following discussion is limited to approximately 276 vehicles and equipment managed under the fleet replacement program.  Small items of equipment such as push mowers and weed eaters are excluded from the discussion.  The vehicles and equipment of the Transportation Department are managed separately and are also excluded from this discussion. The estimated replacement value of our fleet is approximately $11,860,700.  Additional information on the goals and objectives of the Fleet Replacement Program will be provided separately in a subsequent budget working paper.

Over the past eleven years, we have controlled the size of our fleet by adhering to a one-in-one-out policy for fleet replacement.  Under this policy, every time a new replacement vehicle is purchased, the old vehicle must be sold at the next regularly scheduled public auction.  Only the Town Manager may approve exceptions to this policy.  When program expansions, annexations or changing missions require the addition of vehicles to the fleet, those additions must first be approved as part of the annual budget process.

The attachment provides information on the distribution and missions of vehicles and equipment assigned to the various operating departments.  The following departments have no vehicles or equipment in the automotive fleet; however, they do have access to motor pool loaner vehicles.
