AGENDA #11d

MEMORANDUM

TO:                  Mayor and Town Council

FROM:            Human Services Advisory Board

SUBJECT:       Recommended 2002-2003 Human Service Performance Agreements

DATE:             June 24, 2002

INTRODUCTION

The purpose of this memorandum is to present the Human Services Advisory Board’s recommendations for 2002-2003 human services funding.

The attached resolution would authorize the Manager to develop performance agreements with human service agencies as recommended by the Human Services Advisory Board.

BACKGROUND

Each year the Human Services Advisory Board presents a Needs Report to the Town Council. The purpose of the report is to identify priority areas of human service needs for Chapel Hill residents. In January 2002 the Board presented the report and identified the following areas: family and individual support toward self-sufficiency, youth services and substance abuse treatment/prevention. The Board also noted the expected increase in requests for services and decrease in funds for nonprofit agencies due to the economy and resources diverted to assisting with the September 11 tragedy.

In response to a request for proposals to address human service needs, the Town received funding requests totaling $316,396 from 37 nonprofit agencies. On April 8, the Human Services Advisory Board submitted a recommendation to the Council that the total human service allocation remain at $196,000 for 2002-2003. We understand that an allocation of $196,000 is included in the 2002-2003 budget.

SUMMARY

The Chapel Hill Human Services Advisory Board, Town of Carrboro and Orange County government coordinated their application process again this year. Agencies requesting funding are asked to complete an application form. Agencies are required to identify the priority human service needs addressed by their proposal. Each agency attends a hearing to present its proposal and respond to questions from the Human Services Advisory Board. The Chapel Hill and Carrboro Human Services Boards held joint hearings for the 32 agencies applying to both towns. The combined Boards met six times earlier this year. The Chapel Hill Human Services Advisory Board also met on May 13 to hear proposals from agencies only applying to the Town of Chapel Hill.

On May 20 the Human Services Advisory Board held a meeting to formulate recommendations for the 2002-2003 performance agreements. Recommendations for funding this year total $196,000 as recommended by the Human Services Advisory Board in April 2002. The attached appendix provides brief information on each agency and the service that the Board recommends for Town funding.
