Memorandum

To:                   Mayor and Town Council

From:               John Hawkins, Planning Board Chair

Subject:            Recommendations to Fill Two Town-Appointed Planning Board Seats

Date:                June 19, 2002

The Planning Board currently has one vacant seat which was created by the resignation of Bob Reda.  In addition, a second seat will become available after June 30th after my two consecutive terms on the Board.

In an effort to effectively evaluate the current applicants, the Planning Board invited applicants to attend the June 18th meeting at which they were given an opportunity to introduce themselves to the Board and make a brief statement about their interest in serving on the Board.  Applicants who had spoken to the Board on January 15th when another vacancy had existed were also invited to attend again on June 18th.

Applicants who spoke to the Board on June 18th were Thatcher Freund, Martin Rody, and Robin Whitsell.  Mr. Freund had also spoken to the Board at the January 15th meeting.  Ms. Milio had also spoken to the Board on Junuary 15th and had telephoned to indicate her continued interest but to say she was unable to attend the June 18th meeting.  Brian Smith had also addressed the Board at the January 15th meeting.  At the January 15th meeting, both Mr. Smith and Mr. Freund had been recommended by the Board for appointment.

On June 18th, the Board conducted two paper ballots.  The initial ballot indicated a unanimous,

7-0 vote in favor of Thatcher Freund.  Robin Whitsell received 5 votes.  A second ballot was conducted among the remaining four applicants who had received a vote during the first ballot.  The second ballot resulted in 6 votes for Brian Smith and 4 votes for Nancy Milio.

The Board’s June 18th recommendation to the Town Council for the two vacant seats, ranked in priority order, is as follows:

            Thatcher Freund (1st);

            Robin Whitsell (2nd);

            Brian Smith (3rd); and

            Nancy Milio (4th)
