SUBJECT: Project Ordinance for an Advanced Technology Grant

The attached budget ordinance would establish a project budget for a transit technology grant awarded to the Town of Chapel Hill for various technology applications for the Transportation Department.
In 1997, the North Carolina General Assembly began appropriating funds for public transportation for technology assistance upgrades to rural and urban North Carolina systems. The technology grants are intended to provide State funds to support the purchase of baseline and advanced technology needs. On June 7, 2002, the Town was awarded $211,100 to purchase replacement computers, printers, global positioning system software and hardware and paratransit scheduling software.
The Town has been awarded $211,100 of advanced technology funding. The funds would be used to purchase four replacement computers ($7,600), two network printers ($3,500), a global positioning system for improvement of scheduling and analysis of route and ridership patterns ($150,000) and paratransit scheduling software ($50,000). We anticipate purchase and installation of the computers, printers and paratransit scheduling software by September 30, 2002 and the installation of the global positioning system by March 31, 2003.
Of the total expenses of $211,100, the N.C. Department of Transportation will provide 90 percent ($189,990). The 10 percent local matching share ($21,110) would be available in the Capital Reserve Fund.
That the Council adopt the attached budget ordinance.
AN ORDINANCE TO ADOPT A GRANT PROJECT ORDINANCE FOR A TRANSIT TECHNOGOLY GRANT (2002-06-24/0-3)
BE IT ORDAINED by the Council of the Town of Chapel Hill that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following grant project ordinance is hereby adopted:
The advanced Technology funds authorized are from a 2002 agreement with the North Carolina Department of Transportation.
The Manager of the Town of Chapel Hill is hereby directed to proceed with the implementation of the project within the terms of the grant agreement executed with the North Carolina Department of Transportation within the funds appropriated herein.
The following revenue is anticipated to be available to the Town to complete activities as outlined in the project application.

The Manager is directed to report annually on the financial status of the project in an informational section to be included in the Annual Report. He shall also keep the Council informed of any unusual occurrences.
Copies of this project ordinance shall be entered into the Minutes of the Council and copies shall be filed within 5 days of adoption with the Manager, Finance Director and Town Clerk.
