Bill, I anticipated a small, one-time thing, modeled after, but requring far less time than, the expert we hired to help with the cable TV negotiations. Here's the issue: If we change the development ordinance to require Duke Power to bury more lines, their rep will say "We've got to do it our way, all other ways are impractical or too expensive, or illegal, or whatever". Someone with knowledge in power distribution and with knowledge of how other progressive towns handle this issue, must stand up and say "No way, look how it's done in Davis, or Boulder, etc." This person has to represent the town. My concept is that this consultatnt would simply propose wording for the dev ordinance and then talk with Duke Power reps to see how they feel about it. If they say OK, then everything is cool. If they rebel, then there needs to be a negotiation.
I had no vision of the consultant looking at every proposal.
