As you may recall, I am counsel for CTC Exchange Services, Inc. a competitive local provider of telecommunications service in North Carolina and an affiliate of the Concord telephone Company. We have spoken several times in the last few months about the process for obtaining a franchise for CTCES from the Town of Chapel Hill. As part of those conversations you provided us with a copy of the franchise utilized for BTI. We have looked that franchise over and with just a tweak or two, we would like to ask that the Town grant CTCES a franchise on the same terms and conditions. The tweaks I mentioned are reflected in the attached document (which is a slightly revised version of the BTI franchise). We would like to receive authorization from the Town in order to begin providing service in early September. If you have any questions about our request or if we need to take additional action to get this matter before the Town Council, please let me know. I look forward to hearing from you.
