SUBJECT: Traffic Regulations Ordinance Amendment for Public Streets Recently Accepted by the Town

The attached ordinance would amend Chapter 21 of the Town Code of Ordinances regarding the placement of stop signs and the assignment of speed limits on recently accepted public streets in Town serving new developments.
BACKGROUND AND DISCUSSION
Public streets serving new development projects in Chapel Hill are accepted by the Town for regulation and maintenance upon satisfactory completion of construction. At that time, all signs and markings are placed and the streets are considered acceptable for public use.
Once accepted by the Town, new streets must be included in the Town Code of Ordinances to codify the placement of regulatory signs and the establishment of speed limits. The attached ordinance deals with streets accepted by the Town that serve new developments.
Depending on the pace of new development and our subsequent acceptance of new public streets, we normally report to the Council once or twice a year with new streets to be included in the Town Code of Ordinances for traffic regulation purposes.
That the Council adopt the attached ordinance regarding traffic regulations on new public streets in Chapel Hill.

AN ORDINANCE AMENDING SECTION 21-11 AND 21-13 OF THE CODE OF ORDINANCES REGARDING SPEED REGULATIONS AND RIGHT-OF-WAY AND STOP REGULATIONS (2002-08-26/O-3)
BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:
Section 1. Section 21-11(B) (2) of the Town Code of Ordinances, "Twenty-five (25) miles per hour on the following streets:" is hereby amended by inserting the following therein the appropriate alphabetical order:
“West Barbee Chapel Road (from NC 54 to Meadowmont Lane)
East Barbee Chapel Road (from Meadowmont Lane to NC 54)
Bluefield Road
Charleston Lane
Meadowmont Lane”
Section 2. Section 21- 13 (a) of the Town Code “Right-of-way and stop regulations.” is hereby amended by adding the following, in alphabetical order:
“Through Streets Stop Streets
Bluefield Road Charleston Lane
Old Durham Road Bluefield Road
Standish Drive Bluefield Road”
Section 3. This ordinance shall become effective upon adoption.
