SUBJECT:       Status Report on Traffic Signal and Sign Improvements Recommended by the Transportation Advisory Board

The following report provides an update on the status of improvements identified by the Transportation Advisory Board for implementation throughout the Town.

 

BACKGROUND AND DISCUSSION

 

At its August 28, 2000 meeting, the Council received and referred a petition from the Transportation Advisory Board.  The petition identified a variety of recommended improvements throughout Town, on both local and state roadways. The Council referred the petition to the Manager for follow-up. At its January 8, 2001 and April 22, 2002 meetings, the Council received status reports.

 

Attachment #1 is a spreadsheet listing the recommended improvements included in the Transportation Board’s petition and the status of each.  The following table identifies the key recommendations and their current implementation status:

1. Enforcement of Red Light Signal Violations by Cameras.

Currently, the Town is negotiating a contract with the ACS, Inc. for the Automated Red Light Citation System.  We expect to start the program in January 2003 upon successful execution of the contract.

 

2.  Install Light Green Pedestrian Signs throughout the Town.

Most of the pedestrian signs in Town have been upgraded to the high visibility yellow-green standards.  Remaining replacements should be completed within the next 60 days.

3. Change the signal timing on major arterials to provide better coordination.

 

 

Traffic signal timing has been reviewed and revised as necessary on major arterials throughout Town. We evaluate the effectiveness of traffic signal timing plans on a regular basis. In August of this year, we implemented  new timings in the following corridors:

  • US 15-501 from Europa Drive to Mt. Moriah Road
  • Airport Road from Whitfield Road to Hillsborough Street
  • Columbia Street from Rosemary Street to Cameron Avenue

 

4. Crosswalk and Pedestrian signal improvements at several signalized intersection.

 

Please see the attached spreadsheet for the status of each intersection.

 

Most of the recommendations by the Transportation Board involve improvements on State roads, and we are continuing to work with State staff to complete studies of some intersections identified by the Transportation Board.  We will present another update report to the Council in spring 2003, following completion of these studies.
