SUBJECT: On-Street Parking Restrictions in Southern Village

The attached ordinance would prohibit parking at or near certain intersections and along portions of several streets in the Southern Village neighborhood. Please see the map presented in Attachment #1.
We recommend enactment of the ordinance.
BACKGROUND AND DISCUSSION
The Fire Chief has requested that on-street parking be restricted at some locations in the Southern Village neighborhood to provide adequate vehicle travel lane widths for emergency vehicles at or near certain intersections and along portions of several streets. The on-street parking at these locations sometimes inhibits both emergency and service vehicle access to and through the neighborhood. We have also received several e-mails (Attachment #2) from residents of Southern Village requesting on-street parking restrictions near several intersections where congestion and sight distance problems occur when cars are parked on the street.
The pavement width of the streets in Southern Village varies from 26 feet to 45 feet. On-street parking is presently allowed on both sides of streets at most locations. Staff from the Engineering Department and the Fire Department conducted field investigations at various times of the day and night during the week and on weekends in April and May of 2002. We observed that, when cars are parked on both sides of the streets in the areas shown on the attached map, some or all of the following conditions are present:
Based on our field observations and discussions with emergency and routine service providers, we have prepared the attached ordinance that would restrict on-street parking at and/or near intersections and along one side of the street on tight curve segments as shown on the attached map.
We provided the proposed on-street parking restrictions plan to the Southern Village Homeowners Association for review and comment and, on October 28, 2002, staff from the Engineering and Fire Departments attended the Association’s board meeting. The board unanimously supported the proposed on-street parking restrictions and agreed to include information about the proposed parking restrictions in the Association newsletter to its members.
CONCLUSION
Based on our field investigations and discussions with the Southern Village Homeowners Association, we believe that the proposed on-street parking restrictions would improve access and mobility to and through Southern Village for both emergency and routine service vehicles, and would also improve sight visibility conditions for motorists, cyclists and pedestrians at several intersections in Southern Village neighborhoods. We also believe that the proposed on-street parking restrictions could result in some increase in vehicle speeds at locations where on-street parking is removed.
That the Council enact the attached ordinance restricting on-street parking in Southern Village at and/or near several intersections and along portions of several streets.

AN ORDINANCE AMENDING CHAPTER 21 OF THE TOWN CODE OF ORDINANCES REGARDING PARKING AS TO PARTICULAR STREETS (2002-11-11/O-5)
BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:
Section 1. Section 21-27 of the Town Code of Ordinances, "No parking as to particular streets:" is hereby amended by inserting the following therein the appropriate alphabetical order:
