SUBJECT:       Response to a Petition on Parking Operations in Glen Lennox Area

The following report is in response to a petition submitted by Mr. Cory Rayborn requesting changes to the hours of parking enforcement in the Glen Lennox Area.  Attachment #1 is a map of the area in question.

 

We do not recommend changing the existing parking enforcement hours in the Glen Lennox Area.

 

BACKGROUND

Mr. Cory Rayborn, 62 Hamilton Road, requested that the Town enforce parking restrictions in the Glen Lennox area only on weekdays from 9am to 5pm.  He requests that parking be unrestricted at all other hours and on weekends. A copy of the petition is provided in Attachment #2.

DISCUSSION

In response to a petition submitted earlier this year, at its February 25, 2002 meeting, the Council approved “No Parking Anytime Except by Residential Permit” in the Glen Lennox Area.  The Council decision was in accordance with staff recommendations based on the results of a neighborhood survey in which the majority of Glen Lennox area residents who would be affected by the changes supported the permit parking regulations.  The Council also authorized the Manager to enter into an agreement with the Management of Glen Lennox Apartments for issuing permits.  The agreement between the Town and the Glen Lennox Management was signed on October 29, 2002. 

 

The signs for “No Parking Anytime Except by Residential Permit” have been posted on the streets in the Glen Lennox area, and the Town Parking Services Division plans to conduct periodic enforcement of the parking regulations on weekdays between 8:00 am to 6:00 pm starting on November 11, 2002.   Night and weekend parking concerns in the Glen Lennox area will be addressed by the Police Department.

 

We contacted the management of the Glen Lennox Apartments and discussed Mr. Rayborn’s concerns. They informed us that they have not received any complaints about the permit parking regulations from Glen Lennox residents, other than from Mr. Rayborn.  They are satisfied with the existing parking regulations and requested no changes.

 

CONCLUSION

We do not recommend changing the parking regulations in the Glen Lennox area.  The current regulations were enacted in response to the desire of the Glen Lennox management group and the majority of residents who would be affected.  The enforcement of “No Parking Anytime Except by Residential Permit” regulations began today.
