SUBJECT: Consideration of a Follow-up Report on Kiosk Installation Downtown

At the February 10 meeting, the Council received the attached report regarding kiosk installation Downtown. At that meeting, a Council member requested information about the feasibility of installing kiosks at two locations that were not initially recommended by staff.
The staff has studied two locations (at the intersections of Rosemary and Church Streets and Rosemary and Henderson Streets) and determined that at the Church Street intersection a suitable site exists adjacent to Town parking lot #5 to install a kiosk. We believe that there is significant pedestrian traffic, including students walking from the Warehouse and other Northside locations to the University, that would justify installation of a kiosk at this location. We believe that insufficient public right-of-way exists at the Henderson Street intersection so we do not recommend that a kiosk be installed at that location.
In further discussions with the interested Council member, the staff also has determined that one previously recommended kiosk location at the intersection of Franklin and Henderson Streets in front of McCorkle Place may be less suitable than the other recommended sites because the kiosk may detract from the prominent view of the University’s Franklin Street frontage. Accordingly, we now recommend that the kiosk that was initially proposed in front of McCorkle Place be placed at the intersection of Rosemary and Church Streets.
Adoption of the attached resolution would authorize the Town Manager to allocate $12,000 in available Streetscape bond funds to install six kiosks, one at each of the five remaining locations described in the February 10 report and one at the corner of Rosemary and Church Streets.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO ALLOCATE $12,000 TO PURCHASE AND INSTALL NEW KIOSKS AT SIX DOWNTOWN LOCATIONS (2003-02-24/R-7)
WHEREAS, the Town Council has requested information about the feasibility of additional kiosks in the Downtown area; and
WHEREAS, six locations have been determined to be suitable for the installation of new kiosks; and
WHEREAS, $12,000 is available in bond funding to purchase and install the new kiosks;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to install six additional kiosks at the downtown locations described in this report, and use $12,000 of available Streetscape bond funds to do so.
