SUBJECT:        Concept Plan Review Workshop Proposed

DATE:              March 24, 2003

The Council now has conducted its first set of concept plan reviews under the New Land Use Management Ordinance.  As is the case with all new procedures, I am certain that we will learn from experience and make improvements as we go forward.

To that end, I believe it could be beneficial for us to conduct a Council workshop on the review of concept plans.  The Manager and Planning Director could prepare examples and suggest methods for review, and perhaps offer some checklists or guidelines that would help us. 

Council Members always will bring a diversity of knowledge, experience, interests and concerns to the review of development proposals.  That is one of the strengths of our review process.  The purpose of the workshop would be to give us an opportunity to improve our review skills.

I petition the Council to request that the Manager arrange a Council workshop on review of concept plans, with participation by Council Members to be voluntary.
