SUBJECT:       Response to Petition Regarding Access to Chapel Ridge Apartments

This memorandum re-submits a report to the Town Council, previously transmitted for the Council’s February 24, 2003 meeting.  We erred in not using our most current mailing list for purposes of notification of the February 24 meeting.  We apologize to those who were not notified that this item was on the February 24 agenda.

 

BACKGROUND

 

On October 7, 2002, Ms. Kristina Bach, a resident of Brookstone Apartments, petitioned the Town Council requesting that the Council consider alternative options for vehicular access to the Chapel Ridge apartment complex.  Specifically, the petition requested that the Town Council close the public vehicular connection between the Brookstone apartment complex and the Chapel Ridge development.

 

On November 25, the Council received a report from the Manager in response to this petition (attached). The report summarized the regulatory context for the Chapel Ridge Development. Following discussion, the Council asked for additional information and options.

 

On February 24, the Council received a follow-up report from the Town Manager and heard public comment. The Council adopted a resolution accepting an offer from the Chapel Ridge Apartments developer to fund installation of a speed hump along Brookstone Drive, and to direct the Town Manager to arrange for such installation. 

 

Subsequent to February 24, we heard from residents of Brookstone Apartments that they did not know that the item was on the Council’s February 24 agenda.


 

RECOMMENDATION

 

We recommend that the Council hear from citizens who wish to comment on these issues, and then decide whether to let stand the February 24 resolution that the Council adopted, or adopt a different resolution.
