TO:                  W. Calvin Horton, Town Manager

FROM:            George Small, P.E., Director of Engineering

SUBJECT:      Report on Removal of Pedestrian Crosswalks on Raleigh Road at the On/Off Ramps to Fordham Boulevard

DATE:             April 2, 2003

The purpose of this working paper is to provide information about the removal of the pedestrian crosswalks on both sides of Raleigh Road at the on/off ramps to Fordham Boulevard.

BACKGROUND AND DISCUSSION

At its February 12, 2003 Budget Work Session, a Council member asked for information about the removal of the existing pedestrian crosswalk markings on Raleigh Road at the on/off ramps to Fordham Boulevard.

We reviewed this site in the field, and confirmed that the North Carolina Department of Transportation (NCDOT) has required the removal of the crosswalk markings on both sides of Raleigh Road at the ramps.  We contacted NCDOT staff about this, and were advised that the crosswalk signs and markings were removed because the crossings were unsignalized and therefore did not meet State standards for pedestrian facilities at ramp locations.

We have arranged to meet with State staff to jointly review the subject locations and to determine what will be necessary to have the crosswalks reinstalled.  We will advise the Council of our findings following our meeting with the State.
