MEMORANDUM

SUBJECT:       Recommendation for Membership to the Northside Neighborhood Conservation District Committee

 

DATE:             April 14, 2003

 

 

The purpose of this memorandum is to provide the Council with a recommended Committee composition and proposed list of members to serve on the Northside Neighborhood Conservation District Committee.

 

BACKGROUND

 

On March 24, 2003, Ms. Delores Bailey, representing the Sykes Street Steering Committee and the Northside Neighborhood Association presented a petition to the Council suggesting a composition for a committee to develop the regulations for a Northside Neighborhood Conservation District (please see Attachment 1).  The recommended composition for the Committee included:

 

1)      Co-chairs of the Northside Neighborhood Association;

2)      Two representatives from Northside Neighborhood Watch;

3)      Two representatives from the Sykes Street Steering Committee.

 

The petition also suggested that the Committee include other individuals who live or own property in the community, who represent organizations working in the Neighborhood, and an at-large member.  The petition also requested that the Planning Board appoint representatives to serve on the Committee. 

 

DISCUSSION

 

Since the petition was submitted, the Sykes Street Steering Committee has continued to meet to discuss the process for developing a Neighborhood Conservation District.  The Committee developed a proposed boundary for the District, and a slate of individuals recommended to serve as the Neighborhood Conservation District Committee.  We have contacted the individuals on the list and all have indicated their willingness to serve on this Committee. 

 

At a Sykes Street Steering Committee meeting on March 27, 2003, the Committee discussed asking the Council to invite a representative from the University to serve on the Neighborhood Conservation District Committee.  We also recommend that the Planning Board appoint two of its members to serve on the Committee.

 

RECOMMENDATION

 

The Sykes Street Steering Committee asks that the Council consider appointing the following individuals to serve as members of the Northside Neighborhood Conservation District Committee:

We also recommend that the Council ask the University of North Carolina to appoint a representative and the Planning Board to select two of its members to serve on the Committee.

 

We understand that the Town will advertise for volunteers to serve on the Committee.  We recommend that the size of the Committee be limited to twenty to twenty-two people.
