AGENDA #2b

BUDGET WORKING PAPER

TO:                  W. Calvin Horton, Town Manager

FROM:            Pam Eastwood, Human Resources Director

SUBJECT:       Information About On Call Pay

Date:                April 25, 2003

A Council member requested information on the Town’s policy on On-Call Pay for employees. This policy provides compensation for time employees are required to be available to return to work if needed outside the regular schedule. It is not required for every department or function, and normally is limited to the Fire, Housing, Police, Public Works and Transportation Departments through which Town services must be provided on a prompt basis outside regular work schedules. This may include situations such as storms, floods, fires or other critical needs.

On-call scheduling is discussed with employees during the recruitment process and is managed so that off-schedule demands are distributed equitably among the staff. The current pay rate for On-Call pay is .90 per hour. If an employee is called back, a minimum of two hours Call-Back pay is paid even if not required to complete the work. I have provided a copy of the current Town On-Call policy, and also a brief chart which shows the amounts of On-Call pay paid by each department for last fiscal year and this fiscal year to date. It is not possible to show amounts of Call-Back Pay as this is blended into regular hours worked when paid.

This chart shows the departments which paid on-call pay during last fiscal year and this fiscal year. The amounts paid by each department are shown and the overall total expenditure for the Town for each fiscal year. Current on-call pay rate is .90 per hour.
