SUBJECT: Report on Draft Analysis of Transit Systems and Consolidation Levels

This memorandum summarizes the status of the Triangle Region Transit Consolidation/Implementation Plan prepared for the Triangle J Council of Governments. At tonight’s Council meeting representatives from AECOM Consults will present their draft Analysis. Attachment 3 summarizes their presentation.
BACKGROUND
In March, 2003 the Town Council approved funding to participate in a study of potential strategies for consolidating transit services in the Research Triangle Region (Attachment 1). The firm of AECOM Consult began work in April 2003 on a draft Consolidation/Implementation Plan and has prepared a draft Analysis of Transit Systems and Consolidation Levels. (Attachment 2) The work of the consultant is being overseen by a Policy Committee made up of representatives from Chapel Hill, Raleigh, Durham, the Triangle Transit Authority, North Carolina State University and the North Carolina Department of Transportation.
DISCUSSION
We believe that the Study will provide useful information and that the Town will benefit from participation. Participation in the Study is not a commitment to consolidation of services. The implementation of any recommendations from this Study would require thorough review by the Town Council and opportunities for comment by the public and the Town’s transit partners, the Town of Carrboro and the University of North Carolina.
NEXT STEPS
Attachment 3 includes a summary of the schedule for presenting the Analysis of Transit Systems and Consolidation Levels to various local governments in the Triangle Region. We note that the consultants will be presenting this information to the Carrboro Board of Aldermen on May 13, 2003. The consultants provided this presentation to the Chapel Hill Transportation Board on May 8, 2003. Copies of this Study have also been forwarded to members of the Chapel Hill Public Transit Committee.
It is anticipated that a final Draft Report will be completed by the end of June, 2003 and presented to the Triangle Region Transit Consolidation/Implementation Policy Board for comments. A final Report is anticipated in July 2003.
