SUBJECT: Ordinance to Increase Transportation Board Membership

The attached ordinance would increase Transportation Board membership from nine (9) to ten (10) members, with the additional, tenth member appointed by the Council upon receipt of a recommendation from the Chapel Hill-Carrboro Board of Education.
BACKGROUND
On May 14, 2003, the Council expressed a desire to modify the membership of the Transportation Board to provide a board position for a representative from the School Board.
DISCUSSION
Enacting the attached ordinance would increase Transportation Board membership from nine to ten and create a position to be filled by the Council upon receipt of a recommendation from the School Board.
RECOMMENDATIONS
Manager’s Recommendation: We believe that this is a policy matter for discussion by the Council.
AN ORDINANCE AMENDING SECTIONS 2-131 AND 2-132 OF THE CODE OF ORDINANCES REGARDING THE NUMBER OF MEMBERS TO SERVE ON THE TRANSPORTATION BOARD (2003-05-28/O-1)
BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:
Section 1. The first paragraph of Section 2-131 of the Town Code is hereby revised to read as follows:
“The transportation board shall consist of nine (9) ten (10)
members appointed as hereinafter provided. , who shall be residents of the
Town.. Nine of the members shall be residents of the town. One member,
appointed by the mayor and council upon receipt of a recommendation from the
Chapel Hill Carrboro Board of Education, shall be a resident of the Chapel Hill
Carrboro School District, but need not be a resident of the Town.”
Section 2. Section 2-132 of the Town Code is hereby revised to read as follows:
“Sec. 2-132. Appointment; vacancies.
The Nine (9) members shall be appointed by the mayor and
council. One additional member shall be appointed by the mayor and council
following receipt of a recommendation from the Chapel Hill-Carrboro School
Board. Vacancies shall be filled in the same manner as original appointments.”
Section 3. This ordinance change shall become effective upon enactment.
