SUBJECT: Acceptance and Referral of the Street Fair Review Committee Report and Recommendations

The attached resolution would thank the Street Fair Review Committee members for their work and accept their report entitled Report of the Street Fair Review Committee, June 9, 2003.
The resolution would also refer the report to the Parks and Recreation Commission and the Town Manager and Attorney for comments and recommendations.
On August 26, 2002, the Council received and referred a petition from a citizen asking that the Council evaluate the costs and benefits of the current Apple Chill Street Fair and consider other options.
At its September 18, 2003 meeting, the Parks and Recreation Commission voted unanimously (10-0) to recommend that they be involved in any process to evaluate the Apple Chill Fair.
At its October 7, 2002 meeting, the Council adopted a resolution referring the citizen petition to the Parks and Recreation Commission and the staff.
At its October 21, 2002 meeting, the Council adopted a resolution authorizing the Manager and the Parks and Recreation Commission to recruit members for a street fair review committee.
DISCUSSION
The Street Fair Review Committee has completed its work and now submits its report to the Council. We recommend that the Council accept the Report from the Committee and refer it to the Parks and Recreation and the staff for further review. If the Council does so, we would compile comments and recommendations from the Commission, citizens, and staff; and make them available to the Council following the summer break.
We believe that final Council consideration and possible adoption of the Report could take place on September 8, 2003.
RECOMMENDATIONS
Manager’s Recommendation: That the Council adopt the following resolution that would:
· Thank the Street Fair Review Committee members for their work and accept their Report of the Street Fair Review Committee, June 9, 2003
· Refer the report to the Parks and Recreation Commission and the Town Manager and Attorney for comments and recommendations.
A RESOLUTION ACCEPTING AND REFERRING THE REPORT OF THE STREET FAIR REVIEW COMMITTEE, JUNE 9, 2003 AND EXPRESSING THANKS TO THE COMMITTEE (2003-06-09/R-12)
WHEREAS, the Council authorized the Street Fair Review Committee to develop a report and make recommendations regarding the Town’s street fairs; and
WHEREAS, the Council appointed members to the Street Fair Review Committee to make recommendations related to the Town’s street fairs; and
WHEREAS, the Street Fair Review Committee has completed and presented its report;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council accepts the Report of the Street Fair Review Committee, June 9, 2003 and refers the report to the Parks and Recreation Commission and the Town Manager and Attorney for comments and recommendations.
BE IT FURTHER RESOLVED that the Council expresses its gratitude to Pam Hemminger, Chair; Paul P. Caldwell; Fred Battle; Chris Bell; Colleen Black-Semelka; Joe Blake; Terry Blalock; Linda Convissor; Mildred Council; Fabian Farrington; Paul Hepp; Joe Herzenberg; Robert Humphreys; Julie Jennings; Edward Lebetkin; Meg McGurk; Joyce Preslar; Terri Tyson; and Van Quinn, members of the Street Fair Review Committee for their hard work and service to the Chapel Hill community.
