Re:       SAPFO

          The reworked SAPFO documents are attached. I have provided both a clean and a blacklined version of the new MOU. The blacklining shows the changes made as the result of previous addenda and the reworking of the “mechanics” of the CAPs administration process. The addenda addresses the temporary suspension of consideration of, in the case of the Chapel Hill-Carrboro City School District, high school service level and in the case of the Orange County School District, middle school service level.

     The Exhibit A ordinance contains new blacklined language addressing the suspension of service level consideration in the Orange County middle school level and in the Chapel Hill-Carrboro City high school level. This is the way Orange County will handle this issue in its ordinance amendments.

          Our collective expectation is that all of the parties will approve the applicable revised MOU and addenda and that the towns and County will amend their development regulations as appropriate all prior to June 30 with ordinance effective dates of July 15, 2003.
