MEMORANDUM

TO:                  Mayor and Town Council

FROM:            Human Services Advisory Board

SUBJECT:       Recommended 2003-2004 Human Service Performance Agreements

DATE:             June 23, 2003

INTRODUCTION

The purpose of this memorandum is to present the Human Services Advisory Board’s recommendations for 2003-2004 human services funding.

The attached resolution would authorize the Manager to develop performance agreements with human service agencies as recommended by the Human Services Advisory Board.

BACKGROUND

Each year the Human Services Advisory Board develops a Needs Report for the Town Council. The purpose of this annual report is to identify priority areas of human service needs for Chapel Hill residents. This year, the Board submitted the report at the January 27 Town Council meeting. In the report, the Board identified the following areas: family and individual support toward self-sufficiency, services for at-risk youth, substance abuse treatment/prevention and mental health services.

On April 14, the Human Services Advisory Board submitted a recommendation to the Council that the total human service allocation be increased by 5% bringing the total to $205,800 for 2003-2004. The Council included an allocation of $206,000 in the 2003-2004 budget. In response to a request for proposals to address human service needs, the Town received funding requests from 38 nonprofit agencies totaling $294,566.

SUMMARY

The Chapel Hill Human Services Advisory Board, Town of Carrboro and Orange County government coordinated the application process again this year. Agencies requesting funding are asked to complete an application form. Agencies are required to identify the priority human service needs addressed by their proposal. Each agency attends a hearing to present its proposal and respond to questions from the Human Services Advisory Board. The Chapel Hill and Carrboro Human Services Boards held joint hearings for the 34 agencies applying to both towns. The combined Boards met five times this spring. The Chapel Hill Human Services Advisory Board also met on May 5 to hear proposals from agencies only applying to the Town of Chapel Hill.

On June 2 the Human Services Advisory Board held a meeting to formulate recommendations for the 2003-2004 performance agreements. Recommendations for funding this year total $206,000. The attached appendix provides brief information on each agency and the service that the Board recommends for Town funding.
