SUBJECT: Project Ordinance for a 2003-04 Transportation Planning Grant

The attached ordinance would establish a project budget for a transportation planning grant consistent with the 2003-04 budget adopted by the Council.
The Town has requested federal and State transportation planning funds, known as Section 5303 funds (formerly Section 8 funds). These Section 5303 funds are awarded to the Town of Chapel Hill under a larger Section 5303 planning grant administered by the City of Durham. As the lead city for the Urbanized Area, the City of Durham distributes these funds to the smaller cities.
Federal Transit Administration Section 5303 planning funds have been allocated to Chapel Hill in the amount of $67,350 and will be used for general program support and technical assistance to the Town’s Transportation Planning staff. Tasks to be performed include:
· the annual update of the Transportation Improvement Plan,
· an ongoing review of transit system operations, and
· review of the urbanized area’s distribution of formula funds allocated by the Federal Transit Administration.
The City of Durham will pass through 90 percent ($60,615) in planning project funds from the Federal Transit Administration and the N.C. Department of Transportation. The Town would provide the local match of 10 percent ($6,735) for this project, from funds budgeted for this purpose in the Transportation Department budget.
That the Council enact the attached project ordinance.
AN ORDINANCE TO ADOPT A GRANT PROJECT ORDINANCE FOR A TRANSIT PROJECT (2003-06-23/0-3)
BE IT ORDAINED by the Council of the Town of Chapel Hill that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following grant project ordinance is hereby adopted:
The project authorized is a Transit Planning Grant, more specifically known as a Federal Transit Administration Planning Program Section 5303, awarded through an agreement with the City of Durham. The project provides funds for transit planning activities.
The Manager of the Town of Chapel Hill is hereby directed to proceed with the implementation of the project within the terms of the grant agreement executed with the Federal Transit Administration, the North Carolina Department of Transportation, and the City of Durham and within the funds appropriated herein.
The following revenue is anticipated to be available to the Town to complete activities as outlined in the project application.

Total $67,350

The Manager is directed to report annually on the financial status of the project in an informational section to be included in the Annual Report. He shall also keep the Council informed of any unusual occurrences.
Copies of this project ordinance shall be entered into the Minutes of the Council and copies shall be filed within 5 days of adoption with the Manager, Finance Director and Town Clerk.
