SUBJECT:       Revision to Ordinance Related to Off-street Parking Time Limits and Proposed Increase in Time Limits at Parking Lot #5

Enactment of the attached ordinance would amend Chapter 21-29 of the Town Code of Ordinances to increase time limits for off-street Parking Lot #5.  In addition, enactment of the ordinance would authorize the Town Manager to establish special parking time limits at Parking Lot #5.

 

BACKGROUND

 

Parking Lot #5 is located at the corner of West Rosemary and Church streets.  Lot #5 contains 170 parking spaces, of which:

 

On May 12, 2003, the Council adopted a resolution authorizing the Manager to reconfigure Lot #5 and to purchase parking pay stations for use in the lot. 

 

The current meter time limit is two hours for Lot #5.  The time limit is based on the limits that have been established for on-street parking meter zones.  The Town Code of Ordinances Section 21-28.2 establishes guidelines for use of off-street parking facilities.  Section 21.28.2.(c) establishes guidelines that prohibit parking in town-owned off-street parking facilities for over twenty-four (24) consecutive hours.  Section 21-28.2.(d) authorizes the Town Manager to implement administrative procedures to carry out the purposes of the section.  There is no specific reference to off-street meter time limits.

 

DISCUSSION

 

We expect delivery and installation of equipment for the parking pay stations for Lot #5 by mid to late July.  The automatic pay station will offer patrons the opportunity to use cash, credit cards, and smart cards.  We believe that increasing the time limit for parking from 2 hours to 4 hours will make Lot #5 more attractive to residents and visitors to downtown.  Lot #5 patrons will be able to stay downtown for a longer period of time without the need to return to the pay station to purchase additional time.  

 

RECOMMENDATION

 

We recommend that the Council enact the attached ordinance to establish time limits for pay stations within the off-street parking meter zones.

AN ORDINANCE AMENDING CHAPTER 21-29 OF THE CODE OF ORDINANCES TO ESTABLISH TIME LIMITS FOR PAY STATIONS/METERS IN PARKING LOT #5 (2003-06-23/O-5.1)

 

BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:

 

Section 1.  Section 21-29 of the Town Code of Ordinances, “Parking Meter Zones,” is hereby amended by adding the following:

 

(14)           Municipal Lot #5:  All except those spaces designated as leased spaces.

 

The Manager is authorized to modify the time period for parking in this location to be administered through use of parking pay stations.

 

Section 2. This ordinance shall become effective on or after July 1, 2003, upon installation of the parking pay stations.
